EAST CBD BYPASS - SEGMENT "D"
WHEREAS, the construction of a ring-road system around downtown has been a long
standing priority for Saint Paul ; and
WHEREAS, Shepard Road is listed as top priority project in the Streets and
Highways element of the Saint Paul Comprehensive Plan; and
WHEREAS, the City of Saint Paul has completed and released the draft
Environmental Impact Statement analyzing options for Shepard Road and the East
CBD Bypass; and
WHEREAS, the Saint Paul City Council has further evaluated the alternatives
analyzed in the draft Environmental Impact Statement, findings and comments
received at a public hearing on May 19, 1988� and the findings of the Mayor's
office and city staff; and
WHEREAS, construction of the East CBD Bypass will include two lanes in each
direction with a median, shoulders, a continuous pedestrian/bicycle path,
special landscaping and architectural treatment , and a design speed of 45 miles
per hour; and
WHEREAS, Segment "D" is defined as the connection of Warner Road to the
proposed East Central Business District Bypass; and
WHEREAS, Alternative D-2, Elevated "T" Intersection, has been determined to
optimize the key objectives of this segment for enhancing views of downtown and
the river valley, and for accomodating vehicular access to the open space along
the river;

NOW, THEREFORE, BE IT RESOLVED, that the City Council selects Alternative D-2,
Elevated "T" Intersection as the preferred alignment for Segment "D"; and
BE IT FURTHER RESOLVED, that the following condition be adopted as part of the
Elevated "T" Intersection alignment selection:
1. Provisions allowing for the construction of "D-2" as part of the eventual
East Central District Bypass are to be incorporated into the design of the
Warner Road reconstruction project.
BE IT FURTHER RESOLVED, that the Saint Paul City Council requests the City
Administration to take the necessary steps to prepare the final Environmental
Impact Statement, incorporating the selection of Alternative D-2 as the
preferred alternative for Segment "D".
