SHEPARD ROAD - SEGMENT "C°
WHEREAS, the reconstruction of Shepard Road from Randolph through downtown to
Warner Road has been a long standing priority for Saint Paul ; and
WHEREAS, Shepard Road is listed as top priority project in the Streets and
Highways element of the Saint Paul Comprehensive Plan; and
WHEREAS, the City of Saint Paul has completed and released the draft
Environmental Impact Statement analyzing options for Shepard Road and the East
CBD Bypass; and
WHEREAS, the Saint Paul City Council has further evaluated the alternatives
analyzed in the draft Environmental Impact Statement, findings and comments
received at a public hearing on May 19, 1988, and the findings of the Mayor's
office and city staff; and
WHEREAS, reconstructed Shepard Road will include two lanes in each direction
with a median, shoulders, a continuous pedestrian/bicycle path along the river,
special landscaping and architectural treatment, and a design speed of 45 miles
per hour; and
WHEREAS, Segment "C" is defined as Shepard Road from one-quarter mile east of
Chestnut Street to the Robert Street bridge; and
WHEREAS, Alternative C-1, Existing Alignment, has been determined to optimize
the key objectives of this segment for cost effectiveness and for minimizing
project delays due to railroad negotiations;

NOW, THEREFORE, BE IT RESOLVED, that the City Council selects Alternative C-1,
Existing Alignments as the preferred alignment for Segment "C"; and
BE IT FURTHER RESOLVED, that the following conditions be adopted as part of the
Existing Alignment selection:
1. This segment is to be the last segment constructed in order to accommodate
near term changes to the Wabasha Street bridge and the C&NW lift bridge.
2. Design of Segment "C" will be coordinated with the final plans for the
construction of the Lower Landing area (included in Warner Road
reconstruction) .
BE IT FURTHER RESOLVED, that the Saint Paul City Council requests the City
Administration to take the necessary steps to prepare the final Environmental
Impact Statement, incorporating the selection of Alternative C-1 as the
preferred alternative for Segment "C".
BE IT FINALLY RESOLVED, that the St. Paul City Council hereby declares its intent
to reconsider Alterna�ive C-2 Modifi�d as the preferred alignment for Segment "C"
at a later date atter sub�mission of the Final EIS or Alternative C-1 if funding
becomes available for the C-2 Modified Alignment.
