NOW, THEREFORE, BE IT RESOLVED, that the City Council selects Alternate A-3,
Base of the Bluff, as the preferred alignment for Segment "A"; and
BE IT FURTHER RESOLVED, that the following conditions be adopted as part of the
Base of the Bluff alignment selection:
1. "Old" Shepard Road is to be converted to a two-lane street to provide
access to the abutting properties and to provide for the pedestrian and
bicycle trails.
2. Additional right-of-way width is to be acquired beyond that necessary for
roadway construction in order to accommodate reasonable visual screening
and landscaping.
3. Provisions for necessary visual screening of undesirable elements on
adjacent properties are to be incorporated to the extent possible into
future agreements and negotiations. �

4. Moderate shifting of the alignment shall be �-cte��_in the design to
attempt to help mitigate noise impacts.
5. Noise walls should be an option to be decided by the city in consultation
with affected property owners, the Saint Paul HPC, the SHPO, FHWA, MnDOT
and MPCA based on further analysis during the design phase of the benefits
and costs of noise mitigation alternatives.
BE IT FURTHER RESOLVED, that the Saint Paul City Council requests the City
Administration to take the necessary steps to prepare the final Environmental
Impact Statement, incorporating the selection of Alternative A-3 as the
preferred alternative for Segment "A".

SHEPARD ROAD - SEGMENT "A"
WHEREAS, the reconstruction of Shepard Road from Randolph through downtown to
Warner Road has been a long standing priority for Saint Paul ; and
WHEREAS, Shepard Road is listed as top priority project in the Streets and
Highways element of the Saint Paul Comprehensive Plan; and
WHEREAS, the City of Saint Paul has completed and released the draft
Environmental Impact Statement analyzing options for Shepard Road and the East
CBD Bypass; and
WHEREAS, the Saint Paul City Council has further evaluated the alternatives
analyzed in the draft Environmental Impact Statement, findings and comments
received at a public hearing on May 19, 1988, and the findings of the Mayor's
office and city staff; and
WHEREAS, reconstructed Shepard Road will include two lanes in each direction
with a median, shoulders, a continuous pedestrian/bicycle path along the river,
special landscaping and architectural treatment, and a design speed of 45 miles
per hour; and
WHEREAS, Segment "A" is defined as Shepard Road from 900 feet west of Randolph
Avenue to approximately 1/4 mile west of Chestnut Street; and
WHEREAS, Alternative A-3, Base of the Bluff, has been determined to optimize
the key objectives of this segment for facilitating public use of the
shoreline, for enhancing the desirability and marketability of adjacent lands
for housing and open space, for accomodating access needs of businesses, for
minimizing traffic impacts during construction, and for minimizing conflicts
between pedestrians/bicycles and vehicles;
