99-357Council File # � S� ` S �o � � ����s \��� r' �` S �� y � � Resolution # Ar.. �.�.� e a- � S, �q°�q � Green Sheet # �� �� RESOLUTION CITY OF SAINT PAUL, MINNESOTA a3 1Y1. `a .r I _ � Presented By Referred To G Committee: Date 1 BE IT RESOLVED, that it is the intent of the City Council that no direct developer fee associated with 2 any multi-unit rental housing project considered for funding from the City of Saint Paul oz the Housing 3 and Redevelopment Authority of the City of Saint Paul, MN shall exceed the following guidelines: 4 • the lessor of $8,500 per unit or 10% of total development cost less the cost of acquisition for the 5 first 30 units of a rehabilitation project, 6 • the lessor of $6,375 per unit or 10% of total development cost less the cost of acquisition for 7 units 31 to 150 of a rehabilitation project, 8 • $8,500 per unit for the first SQ units of a new construction project, and 9 • $6,375 per unit for units 51 to 150 of a new construction project. 10 BE IT FURTHER RESOLVED, that developer fee shatl be defined to include developer overhead, 11 developer processing fees, dzveloper profit, consulting fees related to activities and responsibilities 12 customarily performed by a developer , and any other amounts received by the developer. , � c��-3�� i BE IT FURTHER RESOLVED, that the developer fee as a percent of the total project cost is calculated 2 as follows: 3 • dollar amount of developer fee divided by (the totai development cost [less the cost of 4 acquisition] of the project less the dollaz amount of developer fee). 5 BE IT FURT�HER RESOLVED, that it is the intent, that the amount of direct developer fees be 6 determined on a project-by-project basis, based on�a mix of development variables including project 7 complexiry, scale, schedule, and developer risk and performance. y 8 BE i'�` FiNALLY RESOLVED, that the Council recognizes that there aze circumstances where these guidelines should not apply; a project may exceed these guidelines with approval of the City Council.
