An Administrative Resolution establishing the rate

of Compensation Resolution.
RESOLVED, that the rate of pay for the title of E.D.P. Aide be set at
the rate set forth in Grade 24, Section ID1, of the Clerical Standard
Ranges in the Salary Plan and Rates of Compensation; and be it
FINALLY RESOLVED, that this resolution shall take effect and be in
force on the first pay period after the passage, approval, and publication
of this resolution.

WHAT WILL BE ACHIEVED BY TAKING ACTION ON THE ATTACHED MATERIALS?
(Purpose/Rationale) :
This resolution establishes the rate of pay for the newly established title
of E.D.P. Aide.
COST/BENEFIT BUDGETARY AND PERSONNEL IMPACTS ANTICIPATED:
This will be a multiple incumbent classification. It is intended to bridge
a gap between the work of Data Entry Operator III and Computer Operator
titles. Since the City operates its computers 24 hours a day, there are
often requirements that some computer operations work be performed at
irregular intervals. However, there is not enough computer operations work
to ,justify the need for additional Computer Operator positions. The duties
of this class include expert level data� entry duties as well as entry level
computer operation duties. Currently� the Department of Finance and
Management Services is paying out-of-title pay at the level of Computer
Operator for time periods when Data Entry III positions are performing entry
level computer operation duties.
The benefits to the City from this resolution will be as follows:
1. It will allow management greater flexibility in assigning
duties.
2. It provides a direct link in a career ladder between data entry
operators and computer operators.
3. It will allow computer operators to concentrate more of their
time on higher level technical work while allowing data entry
operators a greater variety of duties (data entry work is often
extremely repetitious) .
4. It will allow the City to pay these positions equitably for the
duties performed, without using the stopgap out-of-title-pay
method.
Annual salary information is as follows, using 1988 rates:

It is anticipated that 4.5 full-time employees would test for and move
from the Data Entry III title to the new E.D.P. Aide title. Thus, the
total number of positions would not increase. Since implementation of
this resolution is not expected to occur until the very end of December
of 1988, the costs to the City for 1988 are expected to be negligible.
The additional cost to the City for an entire year, using 1988 rates,
will be approximately $530 ($20,427 - 19,897 - $530) per position, or a
total of $2,385 for all 4.5 positions ($530 x 4.5) . However, since the
department would no longer have to use out-of-title pay, �t�ere would be
a cost savings to the City. If this title had been in existence for all
of 1988, the City would have saved $514, because out-of-title-pay costs for
1988 were about $2,899 ($2,899 - $2,385 = $514) .

should be created in the classified service. Some changes have been
made to the original proposed class specification. I have attached a
copy for your review. Please notify me within twenty days of receipt
of this memo, if you wish to discuss these changes. If I do not hear
from you within that timeframe, I will assume agreement and will
proceed with the process.
I will also be processing a resolution establishing the rate of pay
for this class at Grade 24 of the Technical Standard Ranges, Section
ID2, of the Salary Plan and Rates of Compensation. If you have any
questions� please feel free to contact me.
I hereby waive the time remaining on this 20 day notice for the
