1 WHEREAS, the adopted 1999 Capital Improvement Budget includes an appropriation of
2 $50,000.00 to assist the Saint Anthony Pazk Community Council in the purchase of 4.7 acres of
3 property from the Burlington Northern Santa Fe Railroad for open space, buffer from active railroad
4 line and communiry garden purposes, and
5
6 WHEREAS, the Saint Anthony Pazk Community Council has raised the necessary funds to
7 complete the purchase of the property, including City funding, in the total amount of $130,000.00, and
8 WHEREAS, the property, located on Robbins Street between Raymond Avenue and Trunk
9 FIighway 280, is legally described as:
10 Beginning at the point of intersecdon of the North line of Robbins Street and the Northwesterly extension
11 of the Northwesterly line of Lot 13, Block 59, Saint Anthony Park, Minnesota; thence Northerly along
12 : said line a distance of 60.0 feet; thence Westerly along a straight line 60.0 feet Northerly and pazallel to
13 the said North line of Robbins Street a distance of 210.0 feet; thence Southerly at right angles to ffie last
14 described course, 60A feet to the North line of Robbins Street thence Westerly and Southwesterly along
15 said North line of Robbins Street 245 feet, more or less, to the Northwesterly extension of the
16 Northeasterly line of Manvel Street; thence Northwesterly along said Northwesterly extension to the
17 intersection with a line drawn concentric with and clistant 12.0 feet Southeasterly, as measured radially
18 from the Buriington Northern and Santa Fe Railway Company's (formerly Northern Pacific Railway
19 Company) most Southerly Industry Track centerline, as now located and conshucted; thence
2 0 Northeasterly and Easterly along the last described concentric line 990 feet, more or less, to rhe
21 intersection with a line drawn pazallel with and distant 150.0 feet Northeasterly, as measured at right
2 2 angles from khe Northerly line of Robbins Street; thence Southeasterly along the last described pazallel
2 3 line to the intersection with a line directly below the centerline of the Raymond Avenue overpass; thence
2 4 Southerly along said line directly below the centerline of said overpass 160 feet, more or less, to the
2 5 Northerly line of Rohbins Sueet; thence Westerly along said Northerly line 800 feet, more or less, to the
2 6 Point of Beginning.
2 7 WHEREAS, the Saint Anthony Park Community Council has the necessary management,
28 administrative and organizing ability, and the necessary liability insurance coverage, to own and
2 9 operate said property,
3 0 NOW THEREFORE, BE IT RESOLVED, that the proper City officials, upon receipt of a
31 signed copy of the purchase agreement, are hereby authorized and directed to pay the Saint Anthony
32 Park Communiry CouncIl, 890 Cromwell Avenue, Saint Paul, Minnesota 55114, the amount of
33 $SQ000.00 for the acquisition described herein.
