WHEREAS, the United States Department of Labor approved a grant to the City of
Saint Paul providing $661,705 for the City's participation in �ob training and
support services programs for the City's homeless, and
WHEREAS, this program will provide case managed comprehensive services for
over 250 eligible participants during the period October 1, 1988 through September
30, 1989; now, therefore, be it
RESOLVED, that upon recommendation of the Mayor, the Council of the City of
Saint Paul does hereby approve the City's participation in the Department of
Labor/Stewart B. McKenney Homeless Assistance Demonstration Program, and be it
FURTHER RESOLVED, that upon completion of the fully executed contract, the
Council will be provided with a detailed report on this program; and be it
FINALLY RESOLVED, that the 1988 Special Funds budget be amended as identified
below:

McKlnney Job training program for the homeless
WHAT IS THE PROGRAM?
1fie McKinney Job Training Program is a coordinated approach to helping homeless people train for,
find,and hold jobs at living wages. It is a one-year demonstration program which could serve as a
model for similar programs in other parts of the country.
WHO IS IT FOR?
It will serve homeless people in Saint Paul who either:.(1)have no regular,fixed overnight shelter;(2)
are using emergency overnight shelter;or(3)sleep in places deemed unfit for shelter.
WI-IERE WILL TT TAKE PLACE?
The program is being coordinated by several agencies(see below) in Saint Paul,so the aczual
counseling and training will take place at many sites. These include,but are not limited to,atl seven of
Saint Paul's emergency shelters:Union Gospel Mission,Dorothy Day Shelter,Salvation Army
Emergency Lodge,Women's Advocates,Case De Esperanza,and the Saint Paul YWCA.
VVHAT ARE TTS GOALS?
Program organizers aim to enroll 250 people in the program,help them all acquire or maintain stable
housing,and place at least 125 of them in stable jobs.
WHAT SERVICES WILL IT PROVIDE?
People in the program will receive a variety of services based on their individual needs. lfiese include
training in basic and occupational skills,work experience,job placement,job coaching,and follow-up.
V4'HAT ELSE WILL THE PROGRAM DO?
A major intent of the program is to find out what services work best for the homeless. The U.S.
� Department of Labor will evaluate it thoroughly as a possible model for other cities to use.
WHAT HAS BEEN DONE SO FAR?
The City of Saint Paul has been working closely with all agencies involved to define program services
and begin coordinating appropriate referrals. Catholic Charities has advertised job openings for four
program staff---one Coordinator/Case Manager and three case managers. These positions should be
filled by November 30. The program is scheduled to run through September 30, 1989.
WHI'WAS TT STARTED?
The City of Saint Paul initiated the program because only five percent of the homeless people in
Ramsey County had jobs,even though neazly half of them reported looking for work weekly.
Flirthermore,a large majority of the homeless have no income at all. (All figures aze based on surveys
by the Saint Paul Overnight Shelter Board.) This program will help some homeless people find the
jobs they need to become more self-sufficient.
HOW IS TT FUNDED?
The program is funded by a 5661,705 grant from the U.S.Department of Labor through the Stewart
B.McKinney Homeless Assistance Act. In addition,all agencies participating(see betovt�)will
support the program through staff time and expertise.
HOW IS TT UNUSUAL?
Nationally,this program is one of only 35 job programs for the homeless funded by the U.S.
Department of Labor. Of those,it received the second largest grant award. Locally,it is an excellent
example of a coordinated effort among many diverse agencies to address a comptex problem.

WHO I5 RUNI�IING IT?
The program is administered by the Saint Paul Department of Planning and Economic Development
(PED)through its Job Creation and Training Section and its Housing Division. Program services will
be coordinated by Catholic Charities.
WHAT ORGANIZATIONS ARE INVOLVED IN THE PROGRAM?
1fie Minnesota Depaztment of Jobs and Training assisted PED in securing the grant. Catholic
Charities will assume the lead role in delivering program services to clients. They will coordinate
services and refenals with severat organizations,including,but not limited to,Union Gospel Mission,
Dorothy Day Shelter,Salvation Army Emergency Lodge,Women's Advocates,Case De Esperanza,
the Saint Paul YWCA, the Saint Paul Housing Information Office,the Saint Paul Department of
Community Services,Ramsey County Human Services,Ramsey County Job Training,SPRC,Saint
Paul Youth Service Bureau,Saint Paul Public Schools(including Adult Basic Education),Saint paul
Technical Vocational Institute,the Center for Youth Employment and Training,and the West Side
Health Center.
WHAT OTHER PROGRAMS SERVE THE HOMELESS LOCALLY?
Since the homeless are a diverse population with diverse needs,many programs must coordinate to
help them. In Saint Paul these include seven emergency shelters,the'I�vin Cities More Than Shelter
Program,other efforts by the city to provide affordable housing to low-and moderate-income
families,and the West Side Health Center's program to provide health care to people in emergency
sheiters. (That health program was also funded through the McKinney Act with$390,000 last year
and$240,000 this year.)
