thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard ali persons, objections and recommendations pertaining to said proposed improve-
ment and has fuily considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

This project is to provide an added buffer zone to the Police Department's
Maplewood Target Range complex.
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said�report, hereby
resolves: ' -
' 1. That the said report and the same is hereby approVed with no
alternatives,and that the estimated cost thereof is$2,510,000 firianced by ,

PROJECT:
Construct a storm sever system and sanitary se�er modifications to accomplish
sewer separation and provide water and sewer service connections and recon-
nectiona, in part of the Riverview Sewer Sqstem. The area is bounded bq
Robert Street, Plato Blvd. , Wabasha Street, and the Mississippi River. The
project is part of the CSSP program.
EXISTING CONDITIONS:
The project area is presently served by a combined sewer system. During peri-
ods of moderate to heavy rainfall, there have been reports of sewer backups
into basements and surface flooding problems. During flood periods, combined
sewage is pumped over the floodwall to the Mississippi River.
The area is all zoned industrial with a major portion being the old Amhoist
site.
PROPOSED IMPROVEMENTS:
Sever separation will be accomplished by the construction of storm sewer and
sanitary severs in the project area. A majority of the construction will be
located on easement areas or unimproved street right-of-waqs.
Sewer construction and restoration in kind is proposed vithin the right-of-way
along: Robert Street from Fillmore to Chicago (vacated) ; Plato Boulevard from
Starkey to approzimately 500 feet east of Starkeq; Wabasha Street from Fill-
more to Robert; Wabasha Street from Indiana (vacated) to approximately 600
feet south of Plato; Starkey Street from Fillmore to the Mississippi River;
. and the intersection of Robert and Plato.
Other sewer construction will be located in vacated right-of-ways of Starkeq.
Indiana, Chicego, and Fairfield. The storm sewer outlet will be constructed
along the floodwall esat of Starkey to the storm sewer pumping station loca-
tion.
Street and lighting improvements are not part of the proposed project.
No street boulevard trees will be removed by the project. Approximatelq 20
boxelder trees will be removed along the Starkey easement in order to install
storm sever. This should not significantly impact the area due to its
industrial character.

ALTERNATES
To do nothing would be inconsistent with the City's committment to separate
the combined sewers. Sever backups, street flooding and river pollution would
continue without the improvements.
POSITIVE BENEFITS:
� With the completion of the Citq's sewer project, the chance of sever backupa
into basements and surface flooding vill be reduced� and after rainleader
disconnections, sewer backups into basements will be eliminated. Combined
sewer overflows into the Misaissippi River will be eliminated.
ADVERSE EFFECTS:
Normal problems associated with construction, such as noise. dust, and general
disruption will be present.
SPECIAL CONSIDERATIONS:
Permanent easements will need to be obtained along the Starkey Street align-
ment and the floodwall. Since most of the alignment is undeveloped or under
re-development, easement acquisition should not be a major problem.
TIME SCHEDULE:
The project will begin in May. 1989 and be completed in October.

To insure an effective sewer separation program and to comply with state and
federal mandates, all rainleaders (downspouts) must be disconnected from the
sanitary sewer. Your building's rainleaders are connected if exterior downspouts
connect to an underground pipe or if your roof drains through the interior of
your building. Some apartments, commercial, and industrial buildings will require
a separate storm sewer connection and you should request a connection stub from
the main sewer to the property at this time to avoid a substantially higher cost
to have it installed later. For more information, call the Sewer Division at
292-6024 (residential property) or 292-6247 (commercial property) .
