WHEREAS, Ted DeZurik has submitted the attached proposed final plat for City
Council approval ; and
WHEREAS, The Departments of Planning and Economic Development and Public Works
have reviewed the proposed plat for 4xx Carroll Street, as described on the
attached survey; and
WHEREAS, the proposed final plat has been determined to meet the requirement �
of Section 67 of the Zoning Code; and
NOW, THEREFORE BE IT RESOLVED, that the City Council accepts and approves this
final plat for Ted DeZurik; and
BE IT FURTHER RESOLVED, that a copy of the resolution be mailed by the City
Clerk to Ted DeZurik, 4570 Churchill Street, Shoreview, Minnesota, and to the
Zoning and Building Administrator.

PURPOSE: To consider approval of a final plat for vacant property located at
4xx Carroll Street (north side between Mackubin and Arundel) .
STAFF RECOMMENDATION: Approve
Dear Sir:
On November 3, the City Council will hold a public hearing on the above
captioned item. City Council review is necessary for all final plats. This
particular plat will create three single family lots, each having 49.3' of
frontage and 116' deep. Concurrently, the Council will also hear the
applicant's petition for rezoning this parcel from RM-3 to RT-2.
Appropriate city departments have reviewed the plat proposal and found it in
conformance with all applicable city standards.

A. PURPOSE: To consider final plat approval for McKinley School Addition. The
proposed plat will create three new single-family lots, each having 49.3' of
frontage and a depth of 116' for a total lot area of 5,718 square feet.
B. SITE & AREA CONDITIONS: This property is vacant and basically flat. The grade
change occurs of the back or north 15' of the site where it falls to meet the
ad�acent commercial development.
Ad�acent properties are developed as one and two family to the south,
multi-family to the west and office /commercial to the east and north.
A rezoning petition requesting a change in zoning from RM-3 to RT-2 is to be
considered concurrently with this final plat proposal.
C. REQUIRED FINDINGS:
l. AI1 the applicable provisions of the Legislative Code are complied with.
Staff review is completed for the subdivision and the proposed development can
meet required city standards including lot size and width.
2. The proposed subdivision wi11 not be detrimental to the present and potential
surrounding Zand uses.
Single family residences are consistent with existing development in the area.
3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision.
The surrounding area is now fully developed; the subdivision is compatible with
surrounding land uses.
4. The subdivision is in conformance with the Comprehensive PZan.
The Comprehensive Plan housing policy 1-4 states that "Every new development
will be planned and designed to enhance and complement existing neighborhood
character. New development should not simply add to but should improve and
strengthen what exists." The development of new single-family homes in this
area both enhances and complements existing residential development.
5. The subdivision preserves and incorporates the site's important existing natural
features, whenever possible.
The platted area is primarily flat.
6. A11 land intended for building sites can be used safely without endangering the
residents by peril from floods, erosion, continuousZy high water table, severe
soil conditions or other menace.
The land can be safely developed.
7. The subdivision can be economically served with public facilities and services.
The lots can be served by public facilities.
D. STAFF RECOMMENDATION: Based on the above findings, staff recommends approval of
the McKinley School Addition final plat.
