PAUL STAMP WORKS, INC. FOR CLASSIFICATION OF PROPERTY LOCATED IN THE SAINT PAUL RIVERFRONT ENTERPRISE ZONE AS CLASS 4d EMPLOYMENT PROPERTY WHEREAS, St. Paul Stamp Works, Inc. RESOLVED FURTHER that the City Council addltionally finds and determines that the construction of the new facflity ( I ) is reasonably likely to create new employment in the City; (2) will not have the effect of transferring existing empioyment from one or more other citles within Minnesota; (3) will result in an increase in market value of the employment property of $800,000 which is .0115$ of the market value of all taxable property in Saint Paul ; and (4) will not result in the reduction of the assessed value of existing property within the City owned by Applicant. RESOLVED FURTHER that the Application and employment property reclassification thereby proposed is hereby approved and the City Clerk is directed to transmit the Ap- piication together with a certified copy ot this resolution to the Commissioner of Trade and Economic Development for consideration and final approval . PROPOSED EMPLOYMENT PROPERTY St. Paul Stamp �9orks, Inc. proposes that approximately 93,549 square feet or approximately 2. 15 acres of land leased from the Port Authority of the City of Saint Paul in the Empire Buiider Industrial Park be determined eligible for reclasslfication as employment property through the City's Riverfront En- terprise Zone Program. The property will not be formaily reclassified for tax purposes as an aiternative contribution of infrastructure improvements is being provided in lieu of local property tax reduction. This alternative con- tribution has been approved by the Minnesota Department of Energy and Economic Development. The property description is attached. This property is iden- tified by the Ramsey County Tax Department through the property identification number 31-29-22-22-0087. This property was formerly owned by the Burlington Northern as part ot its Jackson Street Shops complex. B. IMPROVEMENTS AND PROPOSED USE St. Paul Stamp Works is one of the largest manufacturers of marking and identification products in the country. These products include custom hand stamps for improving paper flow, decorative tr1m, nameplates and labels for identifying products and making equipment for stamping variable information on customer parts. � St. Paul Stamp Works will construct a 21,000 square foot production facility in Empire Buiider Industrial Park. The new facility will be financed with Port Authority tax exempt industrial revenue bonds of $935,000 with total new investment estimated at $1,253,000. C. PROJECTED INCREASED MARKET VALUE The market value will increase by the amount of the improvements plus the land value as the property has not generated any taxes being owned by the Port Authority. The development will result in an estimated market value of $800,000 which is .0115 of the market value of all taxable property in Saint Paui . _ �S-/g�� . D. RETAINED AND NEW JOBS The companies have 37 full-time employees who will be retained in Saint Paul with construction of the new facility. In addition, the companies es- timate they will hire at least 8 new employees within the next three years. The company has entered into a City of Saint Paul Employment and Training Par- ticipation Agreement and anticipates recruiting trom the immediate neigh- borhood. E. DRAFT PARTICIPATION AGREEMENT A draft Participation Agreement has been negotiated with the following tax benefits: Annual 3-Year Total State New Employee Credits 24,000 State Debt Financing Credits 136,000 136,000 Alternative local contribution is $101,546.65 based on $47,231 per acre of Port Authority site improvements. The contribution has had prior approval from the Department of Trade and Economic Development. This represents a private-to-public ratio of approximately $7.83 private per $I public tax reduction or credit. It aiso represents one new job per $20,000 tax credits. F. COUNCIL FINDINGS St. Paul Stamp Works, Inc. 's applicatlon proposes to create up to 8 new jobs, none of which would be a transfer from another Minnesota municipality. The proposal will not result in the abandonment or demolition of other property owned by the applicant in Saint Paul causing reduction of the as- sessed value of existing property within the City. G. RECOMMENDATION The staff of the Port Authority of the City of Saint Paul recommends the City Council approve the attached Participation Agreement for St. Paul Stamp Works, Inc. as drafted. REVOCATION OF AN ALTERNATIVE LOCAL CONTRIBUTION OR OF AN EMPLOYMENT PROPERTY CLASSIFICATION 3HALL TERMINATE STATE TAX EXEMPTIONS, CREDITS AND REDUCTIONS. The City Council may impose or request imposition of a remedy other than revocation, including withholding, of eligibility certifications for credits, exemptions or reductions, or institution of suit for specific performance or other remedy in law or equity. No failure of the City to exercise or make selection of a particular remedy for breach of this Agreement by the Participating Business shall be deemed a waiver of its rights to enforce performance by the Participating Business of its obligations under the Act or this Agreement by any remedy available to the City in law. 10. RECAPTURE - In the event the Participating Business ceases to operate its facility in the Riverfront Enterprise Zone within two years after the expiration of tax reductions under the Act and this Agreement, the Participating Business covenants and agrees that it shall repay the amount of tax reductions and of the local contr"ibution pursuant to the following schedule: Termination of Operations Repayment Portion Less than 6 months after expiration of tax reductions 100 percent 6 months 75 percent 12 months or more, but less than 18 months 50 percent 18 months or more, but less than 24 months 25 percent The repayment shall be immediately due upon such cessation of operation of its zone facility, payable to the State of Minnesota to the extent it represents an income tax credit or reduction and payable to the City to the extent it represents a property tax reduction or other local contribution. 11. DevelopedEmployer agrees to use the City as its primary source for recruitment, training, referral, and placement of new or replacement employees in accordance with the terms of this Agreement. � C. The City's delegate agency will be the Job Creation and Training (JC'� Section in the Department of Planning and Economic Development, Saint Paul, Minnesota, or any other appropriate Ciry agency as may be designated by the Mayor. The representative and an elected official must also certify that the information is correct by signing at the bottom of the form. After the information has been certified by the city, it must be sent to the Department of Trade and Economic Development for approval. Mail the form to: Minnesota Department of Trade and Economic Development Community Development Division 900 American Center Building 150 East Kellogg Boulevard St. Paul, MN 55101 After the form has been approved by the Department of Trade and Economic Development, the Department will notify the Enterprise Zone City of approval. Note: If you stop operations in the enterprise zone within two years after you claim these credits, you will have to repay all or part of these credits. This form should be filed with your county auditor if local property tax reductions (4D property reclassification) or state paid property tax credits aYe requested. If the city has allowed you a credit for property tax payable on line 6 (or line 7 for border city zones) , you must file this approved form with your county auditor to receive credit on your property tax statement.
