WHEREAS , Mr. Ed Reno, a Classified employee of Independent
School District No. 625, had requested that the School District
extend his sick leave for an additional period beyond the sick
leave credits which he has acquired because of a compensable
injury which has occurred; and
WHEREAS , Independent School District No. 625 , the employer
in this case , has declined to grant the request of Mr. Reno
and therefore Mr. Reno has requested that the City Council
pursuant to Section 20.F of the Civil Service Rules grant his
request for an extension of sick leave for compensable injury;
and
WHEREAS , Section 20.F of the Civil Service Rules reads
as follows :
"In any case where an employee is off duty because
of a compensable injury arising out of and in the
course of employment with the City and has used all
accumulated sick leave to which he/she was entitled
and is still incapacitated as the result of such
injury, the Council may, by resolution, authorize
additional sick leave with pay for such period of
time as the Council may determine , not to exceed
65 working days during any 12 month period. "
and,
WHEREAS , the City Council as a general policy has looked
for advice from the employing department or agency when consider-
ing whether to grant such an extension and further, there is
some question whether this provision in the Civil Service Rules
will apply in this case because Mr. Reno is not an employee
of the City of Saint Paul but is an employee of the Independent

School District; now, therefore , be it
RESOLVED , that the Council of the City of Saint Paul does
hereby decline to exercise its prerogative and therefore the
request of Mr. Reno for extended sick leave for compensable
injury is hereby denied because the Independent School District
No. 625 has not concurred in his request and further, because
there is some doubt whether Section 20.F of the Civil Service
Rules would apply in this case ; and, be it
FURTHER RESOLVED, that the City Clerk is directed to send
a copy of this resolution to Mr. Ed Reno and to Independent
School District No. 625.
