The properties to be assessed are located at 333 Sibley Street and 180 East Fifth Street. Each property will be assessed in the principal amount of $147,750, payable in 20 equal annual installments plus 9.0% interest on the outstanding principal balance. Each property owner will be signing a petition, a form of which is attached, approving the project and the assessment and waiving appeal. The project is a public skyway bridge and support structure connecting the First Trust Center (180 East Fifth Street) and the 333 on Sibley Building and crossing to connect io the Block L/Minnesota Telecenter complex currently under construction. Project design will begin in the fall of 1988 and construction is expected to begin in March, 1989 and be completed in June, 1989. Harstad, John and Catherine McCulloch, and Griggs-Midway Management Co., a Minnesota general partnership, whose general partners are Keith T.
