The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Projgct
The proposed proJect includes constructian of sanitary sewer, storm sewer,
water and sewer service oonnections and reconnections, street improvements,
tree pl anti ng and a I antern sty le I ighti ng system in part of the East
Kittsondale Sewer System. The area is generai ly bounded by Haml ine,
Pier¢e, Concordia and Marshal I.
Refer to attached VTcinity Map and Site Map for proJect location and
proposed i mprovements.
This pro,ject was originally designated Part B, when it was anticipated that
Part A (that area bounded by University, Grtggs, Sel by and Pascal ) was
gotng to be constructed in 1988. Due to funding concerns, Part A was
dei ayed and naw Part A and Part B w 11 I be constructed as one proJect i n
1989. The publ ic hearing for Part A was held in 1987.
Initfating Action
The proJect was i ni ti ated by the Publ ic Works Department as part of the
Combi ned Sewer Separatio� Program.
Existina Conditions
The proJect area is presentl y served by a combi ned sewer system. Du� t ng
periods of moderate to heavy rainfal I , there have been reports of sewer
backups into basements and surface flooding problems. To solve this
probl em, a oombi natt on of new storm and sanitary sewers x i I I be requi red.
Except for Concordi a the streets i n the area have an oi l ed surface and are �
i n poor condition. Curb exi sts on segments of Carrol I and Igl ehart;
however, attempts made to sal vage oi d curb when reconstructi ng road
surfaces have been unsucoessful in the past. Therefa^e, we are proposing
to remove existing curb a�d construct new curb and gutter on oiled streets.
Igl ehart and Carrol I are 32 feet w ide whi i e other streets vary in w idth due
to i ack of curb.
Bou I evards are i n poor cond i tt on where no curb exi sts. Boul evards al ong
Carrol i and Iglehart are in general ly good oondition.

� Trees exi st al ong al I boul evard areas except those adJaoent to oanmerct al
bustnesses along Pascal . Boulevard trees vary in size from relatively
recentiy planted ash varying in size from 4"-8" diameter to large, mature
elm as large as 24"-36" in diameter.
The maJ or i ty of the proJect area i s resi denti al ; therefore, onl y moderate
resi denti ai traf f ic exi sts. The maJor thoroughfares of Marshal I and
Snel i ing handle the bulk of the traffic. A significant amount of traffic
(3950 ADT) , primarily of a oommerctal nature, exists on Pascal-Concordia to
Marshal I.
Util ities, i.e. , water, gas, electric, and telephone, exist in the proJect
neighborhood. Any upgrading of util ities would be 000rdinated with the
uti i ity oompanies during proJect construction.

Pascal - Carrol I to Concordia, is proposed to be removed and repiaced
due to its deteriorated condition.
The existing combined sewer on Concordia west of Pascal will remain as
a storm sewer.

Pascal is a Municipal Stat�e Aid (MSA) Street and w i I I be constructed
to MSA standards consisting of 36� width, curb and gutter with
bituminous surface.
The remaining residential streets wii I constst of widths as noted
above, curb and gutter w ith aggregate base and bitum inous su�face.
Concordia - Haml ine to Pascal and west of Pascal wil I be restored in
ki nd.
4. ;Boulevard Trees
Boulevard trees are proposed to be protected during construction, even
to the extent that "bump-outs" are proposed on Asbury. Also, during
construction of deep segments of sewer on Carroll - Snelling to Pascai
- the contracto� w i I I be requi red to use sheeti ng, shoring and/or
trench boxes to save trees. Smai I trees on Concordi a - west of Pascal
to Pascal - may be impacted by the sewer construction. A meeting wlth
the Forestry Department N 1 I I be hel d to determine repi anti ng or
transpl anti ng options.
Additional trees w il I be pl anted i n boul evard areas as needed to
reforest the area.
5. L i ti na
A new energy efficient sodium vapor ( ighting system wil ) be installed.
Orders and fundi ng were based on i antern sty le I ighti ng; horrever, the
City Counci I may choose to sel ect a "bent straw" system. Lantern
sty le I ighti ng presentl y exi sts on Carrol I ; therefore, th i s system
w i I I be upgraded and no speci al assessment for I ighti ng w i I I be
I ev ted.
AI ternates
To do noth ing wou) d be i naonsi stent w ith the City�s comm itment to i mprove
existing oiled streets, and to sepa�ate the combined sewers. Constructing
sewers w ithout street i mprovements has not been ef fect i ve i n the pa st, i n
that the exi sti ng oi l ed st�eets are not capabi e of w ithstandi ng the
construction activity nevessary to construct the sewers, and merely restore
the trench areas. Improv ing the roadways i n conJunction w ith sewer
construct i on w i 1 I save ti me, mo�ey, and i nc�orneni ence I ater.
Pascal could be constructed to a 44� width Nhich would result in no parking
restrictions and permit parking on both sides of the street.
