WHEREAS , there will be further collective bargaining and
collective bargaining agreements will be established during
1989 and in future years ; and
WHEREAS , it is the position of the City Council that
it should have information regarding City salaries and their
comparison to other cities of equal size when they are con-
sidering recommended salary increases ; now, therefore , be
it
RESOLVED, that the Council of the City of Saint Paul
hereby requests that the Mayor through its appropriate admini-
stra�ive agencies , enter into an agreement with a responsible ,
knowledgeable consultant to study all City occupations , including
elected officials , as to their salary comparison to other
comparable cities in size ; and, be it
FURTHER RESOLVED, that the Council requests that such
agreement and study be implemented as soon as possible and
be concluded as soon as possible , with a target date no later
than May l , 1989; and, be it
FURTHER RESOLVED, �����r the City Council hereby requests
� the City Negotiator �: � �e such study information in all
future negotiations when there are existing comparisons between
similar positions with other cities , but in a manner consistent
with the City' s comparable worth policy; and, be it
FURTHER RESOLVED, that the results of this study be for-
warded to the City Council as soon as possible and tha� the
City Council will consider this information from the comparative
market study when reviewing all bargaining agreements zhat
are submitted to it for approval .

WHEREAS , the City of Saint .paul has traditionally recognized
that City employees are City government ' s most valuable assets ,
and, as such, their concerns, participation and morale are
c�.^ucial to delivering high quality, efficient services to the
resi�.ents and taxpayers of Saint Paul and therefore the Council
has followed compensation practices which enforce and encourage
this recognition; and
WHEREAS , the City has granted increases ir1 most multi-
year agreements be-tween 1984 and 1988 that were significantly
higher than the actual cost of living measur�d by �he Twin
City Consumer Price Index, and the City has adopted a policy
for 1989 that the cost of living increases for , bargaining units
will be at 2% and that the Comparable Worth salary adjustments
• for Comparable Worth will be made in accordance with the existing
coni,racts because of the growing revenue constraints ; and
WHEREAS , the City Council has subsequently received growing
evidence , i .e. , ICMA' s 1988 annual report on local gove•rnment
executive salaries and fringe benefits , that the City' s current
compensation practices are overly competitive with other govern-
mental employers and that the com�ensation relationships between
�ositions require a better definition; and
I�dHLRrAS , the Mayor has established the Mayor' s Management
Conlpensation Comr�littee, which Committee was to examine the
�osizions oi �he various non-bargaining unit cabinet metnbers
an� si!?tilar level of employees of the City of Sain� Paul as
they com;�are to other governmental agencies and to review and
assess �ne benefit packages of such employees ; and
WHEREAS , tnis Committee has been supported and endorsed
by 'che Council pursuant to C .F. 88-1344 dated August 16, 1988 ;
and

A Resolu��.on recommending that the City Negotiator

any City pos�i..tion and, further, negotiating a
freeze on thc�e salaries which supercede this 95%

WHEREAS, pursuant to �he provisions of the Minnesota Public
Employment Labor Relations ACt, the City must negotiate all terms
and conditions of employment ��th its employees ; and
WHERERS , the various respt�nsibilities for such process are
set forth in Chapter 23 of the S�. Paul Legislative Code ; and
WHEREAS , pursuant to the provisions of said Chapter 23 ,
the responsibility of the actual `day to day negotiation rests
with the administrative branch of the City and the final responsi-
bility for the collective bargaining process rests with the
Council ; and
WHEREAS , there is presently a state requirement prohibiting
any state employee from earning more than 95% of the Governor' s
salary; and
WHEREAS , it has come to the attention of the Council that
there are approximately 140 employees of the City of Saint Paul
who earn a larger salary than the Mayor of the City of Saint
Paul ; and
WHEREAS , as it is the position of the Council that the Office
of the Mayor, being the position that is ultimately responsible
for the administrative branch of the City, shou'�d receive the
highes�t salary of any position in the City; and `

WHE EAS , it is the intention of the Council that the City
should at empt to restructure the salary schedules of the City
so as to i plement the concept that the position of Mayor should
have the hig est salary in the City; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul
recommends and ereby requests that the City Negotiator, in all
future negotiati s , attempt to set a cap of no more than 95%
of the Mayor' s s ary as an upper limit for any City employee;
and, be it
FURTHER RESOLVE that the Council of the City of Saint
Paul recommends and ereby requests that the City Negotiator,
in all future negotiat' ons, in those cases where employees are
presently earning more an 95% of the Mayor' s salary, the City
negotiate a "freeze" wh reby those employees would remain at
