WHEREAS, pursuant to �he provisions of the Minnesota Public Employment Labor Relations ACt, the City must negotiate all terms and conditions of employment ��th its employees ; and WHERERS , the various respt�nsibilities for such process are set forth in Chapter 23 of the S�.
