WHAT WILL BE ACHIEVED BY TAKING ACTION ON THE ATTACHED MATERIALS? (Purpose/Rationale) � `
A contribution from the General Fund to the General Government Special Projects Fund will
be authorized to partially support the cost of providing analysis of property tax reforms,
local government aid proposals, transition aid adjustments_and other possible financial
enactments being considered during the State's 1989 Legislative Session, for their effect on
the City of Saint Paul's budget and residents. These monies will support the acquisition of
the computer assisted modeling capacity that proved essential to any successful lobbying
effort during the 1988 session.
COST/BENEFIT. BUDGETARY. AND PERSONNEL IMPACTS ANTICIPATED:
The invested cost is minimal when compared to the magnitude of the financial aids that will
be discussed (property taxes and valuations techniques, local government aids, homestead
credits, transition aid, school aids, etc.) . A single computer assisted analysis could sway
the adoption of a position very beneficial to the City.

WHEREAS , the City of Saint paul has traditionally recognized
that City employees are City government ' s most valuable assets ,
an�, as such, their concerns , participation and morale are
crucial to delivering high quality, efficient services �o the
resi�ents and taxpayers of Saint Paul and therefore �he Council
has followed compensation practices which enforce and encourage
this recognition; and
WHEREAS , the Ci�y has granted increases iri most multi-
year agreements be-tween 1984 and 1988 that were significantly
higher than the �.ctual cost of living measured by i.he Twin
City Consumer P�rice Index, and the City has adopted a policy
for 1989 that the cost of living increases for . bargaining units
will be at 2% and that the Comparable Worth salary adjustments
ior Comparable VJo•rth will be made in accordance with the existing
contracts because of the growing revenue constraints ; and
WHEREAS , the City Council has subsequently received growing
evidence , i .e. , ICMA' s 1988 annual repor� on local government
executive salaries and fringe benefits , that the City' s current
comr�ensation practices are overly competitive with other qovern-
mental employers and that the compensation relationshi;�s between
�ositions require a better definition; and
VdHLRrAS , �he Mayor has established the Mayor ' s Management
Cor�lpensation t;omraittee , which Committee was to examine the
�;�ositions of -�he various non-bargaining unit cabinet metrioers
an� similar level of employees of the City of Saint Paul as
th�y com���re to ozher governmental agencies and to review and
assess �ne benefit packages of such ern;�loyees ; and
WHEREAS , tnis Committee has been supported and endorsed
by -the Council pursuant to C .F . 88-1344 dated August 16 , 1988 ;

WHEREAS , there will be further collective bargaining and
collective bargaining agreements will be established during
1989 and in future years ; and
WHEREAS , it is the position of the City Council that
it should have information regarding City salaries and their
comparison to other cities of equal size when they are con-
sidering recommended salary increases ; now, therefore , be
it
RESOLVED, that the Council of the City of Saint Paul
hereby requests that the Mayor through its appropriate admini-
stra�ive agencies , enter into an agreement with a responsible ,
knowledgeable consultant to study all City occupations , including
elected officials , as to their salary comparison to other
comparable cities in size ; and, be it
FURTHER RESOLVED, that �the Council requests that such
agreement and study be implemented as soon as possible and
be concluded as soon as possible , with a target date no later
than May 1 , 1989 ; and, be it
FURTHER RESOLVED=���}��.,Y the City Council hereby requests

the City Negotiator ,� � such study information in all
future negotiations when there are existing comparisons between
similar positions with other cities, but in a manner consistent
with the City' s comparable worth policy; and, be it
FURTHER RESOLVED, that the results of this study be for-
warded to the City Council as soon as possible and thai. the
City Council will consider this information from the comparative
market study when reviewing all bargaining agreements ihat
are submitted to it for approval .
