RESOLVED, that upon Yhe recommendation of the Mayor, the Council of the City of Saint Paul
does hereby approve changes to the 1999 Neighborhood STAR Program Guidelines as identified
in Attachment A; and be it
FURTHER RESOLVED, that the Mayor and City Council hereby recognize and extend their
sincere appreciation to the members of the Neighborhood STAR Board for their commitment of

1999 Neighborhood STAR Program
Recommended Guideline Changes:
1) Eliminate the 10% rebate incentive for STAR loans whose
repayments are current for one year.
This change will eliminate:

2) Include a limited Grant component to the Year Round Loan
Program.
This change would be included in the STAR Program Overview. A new paragraph
under the third asterisk " item would read:
A grant component may also be considered under the year round loan proqram for
recommendation bv the STAR Board providing the activit� 1) demonstrates a definite
need to forqo the annual process: 2) the activity would not be feasible but for the grant
assistance: and 3�the amount of the grant does not represent more than 25% of the
overall proiect financing.
3) Encourage funding for housing investment.
Add a new Number 1. to PART 4, Section IV. Special Consideration: Proposals may
receive more favorable consideration during the selection process if:
A. the proposal has the following:
1. For the 1999 and 2000 Neighborhood STAR Loan and Grant cycles, proposals which
maintain. improve. and increase the Citv's housina stock. including low and moderate
income.
