Section 1
Section 271 . �;? of the �sint Paul �e�;islative Code is hereby
amended to rea�. as rollocas :
"Sec. 271 . 01 . Disorderly house defined.
A disorderly house in this chapter means any
building, dwelling, place , establishr.ient or
premises in which actions or conduct occur
in violation of any lata or ordinance relating
to the following:
(1) Sale or regulation of intoxicating
liquor or nonintoxicatin; malt liquor.
(2) Gambling.
(3) Prostitution, solicitation to vice, or
lewd and indecent behavior.
(4) Sale or use of dru�s or controlled
substances .

Section 2
Section 271. 04 of the Saint Paul Le�;islative Code is hereby
amended to read as follows :
"Sec. 271 . 04. Evidence .
Evidence of unlawful sales of intoxicating liquor
or nonintoxicating x�a�� liquor, or of gambling
or acts relating to gambling, shall be prima facie
evidence of the existence of a disorderly house.
Evidence of sales of intoxi:cating liquor or
nonintoxicatin� �a�� liquor between the hours of
1 : 00 a.m. and 8 :00 a.m. , tahile a person is within
such disorderly house , shall be prima facie
evidence such person knew it to be a disorderly
house. Evidence of sales or use of drugs or con-
trolled substances shall be rima acie evi ence
o the existence o_ a disorderl house. Evi ence

substances mav include, but is not limited to, the
presence in tze ouse o evices or smo in
cocaine or marijuana, scales , sieves or si ters
for such dru s dru ara hernalia 'as defined in

A meeting of the Community and Human Services Committee was held on Wednesday,
November 30, 1988, at 1:00 p.m.
1. Approval of Minutes of October 19 and November 2, 1988 meeting.
Minutes approved as submitted on 4-0 vote.
2. Continuation of roundtable discussion on housing tags, where they belong:
The Court System or T.V.B. (Traffic Violations Bureau) . Discussion on how
to restore tagging as an enforcement tool for inspectors, discussion on
creation of Housing Court--pros and cons. Michael Calvert, Criminal Case
Manager, as well as all key components, will be invited to participate.

state legislation requiring state licensing of day care providers and the
establishment of minimum standards to insure that all day care standards are

the Saint Paul Board of Health designates the City of Saint Paul as its
fiscal agent, and authorizing proper City officials to contract on its

appropriate resolutions or ordinances to address the intent expressed by
Council Members. Draft will be available November 30, 1988.)

the allocation of adequate levels of federal funding for the purpose of
