The Selby District Commercial Club, Inc. obtained a $160,000 NPP grant for the proect. They are asking that an assessment district be created to cover the remaining project cost. An additional assessment is needed to cover operation and maintenance costs. The project is to install approximately 50 decorative latern lights, identical to those installed at Selby and Western. With 50 decorative lights, the total project cost would be $180,000; $20,000 of the cost would be paid through special assessments. I have attached assessment estimates based upon a 5:1 commercial/residential assessment ratio. During the course of the last several months, representatives of the Selby District Commercial Club, Inc. have been meeting with affected property owners to explain their lighting proposal. In each case, property owners were asked to sign a Waiver of Right to Appeal Special Assessments as an indication of their support for the project. These waivers are attached, and the Commercial Club is continuing to meet with and obtain waivers from the remaining property owners. John Saumweber and I are planning to meet next week to further refine the special assessment estimates. Please call me at extension 3309 if you need additional information before then.
