thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT•
Construct a storm sewer system, water and sewer service connections
and reconnections, street improvements and u�grade an existing
ornamental lighting system in the Mississippi River Blvd. and West
Kittsondale Watersheds. The Mississippi River Blvd. area is bounded
by Summit, Fairview, Marshall and Exeter. The West Kittsondale area
is boundeci by Iglehart, Priar, St. P.nthony and Cretin.
EXISTING C:ONDITIONS:
The project area is presently served by a combined sewer system.
During pe.riods of moderate to heavy rainfall, storm water ar�d sanitary
sewage combine to flow over a diversion structure and outlet to the
Mississippi River. Reports of sewer backups into basements and
surface flooding have also been noted in this area.
The following streets within the project area are paved with concrete
base, overlaid with asphalt and have concrete r.urb:

It is proposed that an 18" tree be removed at the northeast corner of
Cretin and Ann Arbor. This removal is proposed because of poor sight
distance and to accommodate a new, larger curb radius.
Also proposed for removal is a 30" tree at the northwest corner of
Cleveland and Summit. This removal is proposed because of the depth
and width of the proposed sewer.• trench and the anticipated damage to •
the tree's root syste?a.

Although no other tree remavals are planned, tree trimn:ir�� may be
necessary at some locations to facilitate sewer construct:ion.
The new storm sewer construction is part of a long-range storm sewer
project which will result in separate storm and sanitary sewer systems
throughout the city.
The street improvements proposed would compliment the storm sewer
construction. New bituminous roadways with concrete curb and gutter
are being proposed. All driveways will be reconstructed with concrete
and new concrete outwalks will be constructed for each hame.
Bou:Levards will be regraded and sodded. The old series lighting
sys-�em would be retl•ofitted with a new sodium vapor light:ing system.
On :�treets without a lightinc,� system, new ornamental lights will be
ins•:alled to compliment the retrofit system.

To �io nothing would be .inconsistent with the city's commitment to
imp:^ove existing oiled �treet and improve water quality and reduce
pol:lution. Improving t�e roadways in conjunction with sewer
con.struction will save time, money and inconvenience later.
POS:ITIVE BENEFITS:
Witlz the completion of the city's sewer project and the disconnection
of :rainleaders, s�wer backups into basements will be eliminated,
surface flooding reduced and the diversion of sanitary sewage to the
Mississippi River will be eliminated.
General improvement of the public right-of-way in conjunc�tion with
sewer constructicn will enhance and add quality to the neighborhood.
Street oiling would be eliminated.
ADVERSF. EFFECTS:
Normal problems associated with construction such as noise, dust and
general disruption will be present. However, by constructing all
improvements at this time; future adverse efrects would be eliminated.
