The Mississippi River Blvd. area is bounded by Summit, Fairview, Marshall and Exeter. The West Kittsondale area is bounded by Iglehart, Prior, St. Anthony and Cretin. EXISTING CONDITIONS: The project area is presently served by a combined sewer system. During periods of moderate to heavy rainfall, storm water and sanitary sewage combine to flow over a diversion structure and outlet to the Mississippi River. Reports of sewer backups into basements and surface flooding have also been noted in these areas. New street lighting is proposed on the following streets: EXETER - DAYTON TO RIVERWOOD SELBY - EXETER TO CRETIN RIVERWOOD - EXETER TO CRETIN FINN - TEMPLE TO ST. ANTHONY ROBLYN - CLEVELAND TO WILDER MERRIAM - WILDER TO MOORE CLEVELAND - PORTLAND TO SELBY TEMPLE - FINN TO ROBLYN -3- TREES A number of trees will have to be removed in the Shadow Falls area due to sewer construction. The trees to be removed are located in the . ravine below Mississippi River Blvd. , and not in an area readily observed by the general public. We anticipate the following trees will be removed. 7 - 4" Trees 3 - 6" " � 2 - 12" " Although no other tree removals are planned, tree trimming may be necessary at some locations to facilitate sewer construction. The new storm sewer construction is part of a long-range storm sewer project which will result in separate storm and sanitary sewer systems throughout the city. The street improvements proposed would compliment the storm sewer construction. New bituminous roadways with concrete curb and gutter are being proposed. All driveways will be reconstructed with concrete and new concrete outwalks will be constructed for each home. Boulevards will be regraded and sodded. The old series lighting system would be retrofitted with a new sodium vapor lighting system. On streets without a lighting system, new ornamental lights will be installed to compliment the retrofit system. ALTERNATES• � To do nothing would be inconsistent with the city's commitment to improve existing oiled street and improve water quality and reduce pollution. Improving the roadways in conjunction with sewer construction will save time, money and inconvenience later. POSITIVE BENEFITS: With the completion of the city's sewer project and the disconnection of rainleaders, sewer backups into basements will be eliminated, surface flooding reduced and the diversion of sanitary sewage to the Mississippi River will be eliminated. General improvement of the public right-of-way in conjunction with sewer construction will enhance and add quality to the neighborhood. _ _ Street oiling would be eliminated. SPECIAL CONSIDERATIONS: PRIOR AVENUE Prior Avenue between Summit and Marshall is a Municipal State Aid route. The State Aid Standard for this street is 40' wide with parking on both sides, or 34' wide with parking on one side. Public Works feels that the State Aid widths are reasonable in this case and does not intend to ask for a variance. -4- At the informational meeting for this project on August 31, 1988, . Public Works met with 18 residents who were concerned with the Prior Avenue street width. The residents were strongly in favor of a 32' wide street with parking on both sides, even if city funds have to be used for the Prior Avenue parking. Prior is adjacent to the long side of the abutting properties, so the affected residents would not be assessed any additional costs if Prior was paved using city funds. It was explained to the residents that Public Works intends to use the available MSA funding ($338,000) for Prior, and will propose constructing the street to a width which will meet the standards. , The residents were asked what width and parking scheme they would prefer if the City Council decides to use the MSA funding and construct the street to MSA standards. There was a unanimous vote against the 40' width. Ten people were in favor banning parking on the east while 8 people wanted parking banned on the west side. On a 34' wide street, Public Works prefers banning parking on the east side of the street. Based on the available MSA funding, MSA Standards, the discussion with the residents and the parking scheme in the neighborhood, Public Works is proposing to use MSA funding on Prior and construct the street to 34' wide and ban parking on the east side of the roadway. No trees would be lost with the 34' width. ADVERSE EFFECTS: Normal problems associated with construction such as noise, dust and general disruption will be present. However, by constructing all improvements at this time; future adverse effects would be eliminated.
