WHEREAS, many residents and community leaders of the City of
Saint Paul and greater Ramsey county have expressed a growing
concern with the illegal sale and use of drugs throughout our
community and state, and
Drug use affects peo le of all ages
WHEREP,S, a �a�ge p�ege�t�e� e� e��t�g tzse�s a�d e���g-���e��ed
e��er�e�er9 a�e �et��g9te�s whose lives are destroyed by their
involvement with drugs, and
WHEREAS, drugal��e and open dealing is a serious threat to
the liveability of se�re�a� Saint Paul neighborhoods, especially
the Summit-University community, and
WHEREAS, the most effective way to fight the influx of drug
dealers and the use of illegal drugs is through a unified and
sustained community effort.
NOW, THEREFORE BE IT RESOLVED, that the City of Saint Paul
creates the City of Saint Paul Anti-Drug Task Force which will
consist of:
12 Citizen Representatives
4 Representatives from Ramsey County Commissioner Districts
1 Representative to be Appointed by the Chief Judge of
Ramsey County District Court
1 Representative from the City Attorne�' s Office

AND BE IT FURTHER RESOLVED, that the duties and responsibilities of
the Anti-Drug Task Force will be to review all relevant facts and to
determine methods of reducing both the supply and demand for illegal
drugs in the City of Saint Paul and Ramsey County and to so advise the
City and will have at least the following subcommittees:
l. a law enforcement subcommittee charged to make recomr.�endations
to local law enforcement officials.
2 . an education subcommittee which concerns itself with anti-drug
education in schools and the evaluation of existing deterrence
and treatment programs to determine if they have sufficient
resources to be effective.
3 . a legislative and criminal iustice subcommittee charged with
making legislative recommendations which will help to eliminate
the illegal sale and usage of drugs.
4. A housing/buildinct subcommitiee wnich examines tne probiems of
landlords and building personnel who come into contact with
drug dealers.

BE IT FINALLY RESOLVED that this task force shall be jointly
staffed by the Mayor's Office, Independent School District 625,
the Saint Paul Police Department, and Ramsey county. Terms for
all members shall be two years. A work plan for all
subcommittees will be due within 60 days of appointment.
Appointments will be through the open appointments process.
