THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDI�IN:
Section 1
Section 409. 06 (c) of the Saint Paul Legislative Code is hereby
amended to read as follows :
"(c) License qualifications . No license shall be
issued to anyone other than a person e�ae� n��e�ee�

moral character an�repute, nor, consistent with and
subject to Minnesota Statutes , cha ter 3 , to any

Re : Liquor Revisions
This is a draft ordinance providing several changes per your
request .
Section l . Changes the required age for all intoxicating
liquor icense applicants to age 21 , from 19 . Permits the
use of convictions of crime (not just "wilful" violations)
to the extent permitted by state law for both liquor and
drugs . In each case, possessory offenses are not included
unless they are "possession with intent" crimes .
Section 2 . Does the same for 3 . 2 licenses .
Let me know if this does not do what you had in mind, or does
too much, and a�propriate changes can be made .
