In addition, the State also contracts with the Saint Paul Health Board for special projects and grants such as AIDS testing, pass-through funding for the Urban Indian Health Clinic and others. The State Attorney General 's Office has determined that we cannot use the City of Saint Paul 's contracting procedure without action by the Saint Paul Board of Health (comprised of the City Council meeting as the Board). The intent of this attached resolution is to have the Saint Paul Board of Health designate the City of Saint Paul as its fiscal agent and authorizing the use of the City's contract process. This is primarily a house-keeping resolution that will permit us to contract with the State of Minnesota to receive funds in accordance with Minnesota Corrnunity Health Services legislation. cc: Kathy Stack Mary Shortall
