WHEREAS , the Council of the City of Saint Paul , in accordance with
Chapter 66 of the St . Paul Administrative Code , and following the public
hearing held on June 23 , 1988 did adopt a resolution, Council File 88-1031 ,
establishing the level of operation and maintenance and the amount of service
charges to be levied against the benefitted properties for the Town Square
"Public Spaces" located within the following streets : Cedar Street , Eighth
Street , Minnesota Street , Sixth Street , for the period of July 1 , 1988 to June
30 , 1989 , and
WHEREAS , the Department of Community Services has submitted to the
Department of Finance and Management Services a report showing the total cost
of operation and maintenance to be $888 , 041 . 00 ( $888 ,047. 24 actual ratification
amount due to rounding ) and that a public hearing was held in the Council
Chambers on September 29 , 1988 , for the purpose of adopting these charges
against the benefitted properties ; and
WHEREAS , the Council of the City of Saint Paul held a public hearing on
September 29 , 1988 for this purpose , and having heard all interested parties ,
does hereby adopt the following service charges in accordance with Chapter 66
of the St. Paul Administrative Code ; now, therefore be it
RESOLVED , that the Council of the City of Saint Paul does hereby adopt
and levy the following service charges against benefitted properties
Zone 0 $4. 1579388 per square foot
Zone 1 $ . 0870474 per square foot
Zone 2 $ . 0619756 per square foot
Zone 3 $ . 0414609 per square foot
Zone 4 $ . 0041007 per square foot
FINALLY RESOLVED , that upon ratification of these service charges , the
City Clerk is hereby directed to transmit a certified copy of this resolution
to the Ramsey County Auditor so that all unpaid service charges levied herein
shall be extended on the property tax lists of the County and collected in
1989 alon t

PUBLIC HEARING At the public hearing on September 29 , 1988 property owners
"YOUR RIGHT TO will have the opportunity to make oral or written support
BE HEARD" or objection statements regarding the assessments.
METHOD OF Upon the ratification and adoption of the Town Square
PAYMENT Service Charges your portion as indicated on Page One ,
shall become due and payable. If not paid bq November 15 ,
1988 , the charges shall be placed on the Ramsey County
Property Tax Roll and collected in 1989 along with the
. current taxes. If for whatever reason total payment is
not made during the year 1989 , then interest on the
outstanding balance shall be computed at the rate of 9X per
annum, running from the date of ratification until the date
of payment .
APPEAL City Council assessment ratification decisions may be
appealed to the District Court by the affected property
owner. To appeal you must perform the following steps :
1 . Within 20 days after the order adopting the service
charges , file a notice stating grounds for appeal with
the City Clerk.
2. Within 10 daqs after filing with the City Clerk, you
must also file the same notice with the Clerk of
District Court.
NOTE : Failure to file the required notices within the time
specified shall forever prohibit an appeal from the special
charges .
A map of the area proposed to be assessed and the proposed
QUESTIONS assessment roll is on file in Room 218 City Hall.
Call 292-7028 and refer to the File � on Page 1 . City
staff will be available to answer any last minute questions
on this pro�ect in Room 218 City Hall from 8: 30 to 9 :00
A.M. the same day as the hearing.
