STREET LIGHT DESIGN AND ASSESSMENT POLICY STUDY
WHEREAS, the City of Saint Paul is in the midst of a citywide program to
separate sewers and pave and light streets; and
WHEREAS, the city currently has a number of street light types, creating a
lack of visual consistency in both residential neighborhoods and commercial
areas; and
WHEREAS, while different types of streets have different lighting needs, some
streets have a single lighting system that is both functional and decorative
while others have dual systems, one whose main purpose is to light the street
and another for decorative purposes; and
WHEREAS, assessments to property owners under the street paving program vary
according to the light standard design chosen, causing budgetary
considerations to sometimes determine which system is chosen by a neighborhood
and also contributing to the lack of consistency within and among
neighborhoods; and
WHEREAS, commercial improvement programs have sometimes resulted in two
lighting systems, one of which is paid for by the city and fulfills the
street's lighting needs while the other is fully assessed and can be turned
off at the property owner's discretion; and
WHEREAS, the lack of a consistent , written City Council policy regarding
street lighting for both residential and commercial streets creates problems
with effective budgeting of capital and operating costs and with assessing of
benefiting properties as well as creating a visual hodge podge;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul
requests that the Mayor direct the Planning Commission to undertake a study of
existing street lighting policies and practices; and be it further

RESOLVED, that the study include an examination of current assessment policy
and the cost of different system alternatives, a review of the practice of
combining decorative and functional systems, and an analysis of the aesthetic
issues surrounding multiple street light types; and be it finally
RESOLVED, that the Planning Corrmnnission report its findings to the Mayor and
City Council with recommendations for a consistent assessment policy, a policy
for decorative, functional , and combination lighting systems, and a set of
light standard design types and colors for the various kinds of street
lighting needs in the city.
