Freese REVISED: June 30� 1988 + A. �RPOSE: To provide additional off-street parking spaces for employees of the Lyngblomsten nursing center. B. SUFFICIENCY: The petition was declared sufficient by the Planning Division on . April 1� 1988; 32 parcels eligible, 22 parcels required, 30 parcels signed. C. YARCEL SIZE: The parcel has 50.5' of frontage along the I�iidway Parkway service road and a depth of 229.5' for a total lot area of approximately 11,590 square � feet. 7 ` D. EXISTING IAND USE: Earlier this year a single family home was removed from the � parcel and the site is now vacant. E. SURROUNDING LAND USE: North and East: Low density residential, R-4 � South and West: Elderly housing/care facility, RM-2 ; F. FINDINGS: 1. Lyngblonsten has purchased this property and proposes to construct a 32 car off- street parking facility. The applicant states that the parking lot will be used by day-time employees of their elderly nursing center located to the west. The site plan indicates that this proposed lot would be accessed through the existing parking area to the south. i ` , 2. Lyngblomsten's existing parking area for the nursing center has 111 spaces. The :. parking requirement for the nursing facility is 128 spaces, so there is a parking deficiency of 17 spaces. � ; 3. The addition of this parking area will enable Lyngblomsten to consolidate ; deliveries and correct a code violation with regard to truck deliveries. � Currently, deliveries are made at two different loading areas, one off Canfield � and the other accessed from Almond Avenue. If the parking lot is approved, the � loading dock off Almond will become the sain loading area with 90 percent of the e deliveries presently made at the Canfield entrmnce being switched to Almond. In fi order to accomplish this, 7 existing parking spaces in Lot 4 will be eliminated. As well, 2 spaces will be removed from Lot 2 to provide access to the proposed i lot. Discounting these spaces, there vill be a net increase of 2 spaces over ' and above the parking requirement for the nursing center. � 4. The Lyngbloasten complex is located in an RM-1 zoning district. The parcel in � question is zoned R-4, a more restrictive district. Section 62.104(3) requires that off-street parking facilities for nonresidential uses (a) be on the same � zoning lot, (b) in a P-1 Vehicular Parking district, or (c) within the same or ' less restrictive zoning district as the principal use. So, to allow parking for � Lyngblomsten on this parcel, it must be rezoned RM-2 or P-1. The applicant is getitioning for the P-1 district. 5. The P-1 parking district is intended to permit the establishment of off-street s parking facilities to be used solely for off-street parking of private passenger S vehicles as a use incidental to a principal use. Sstablishing a P-1 zoning district requires a review of eight conditions as set forth in Section 60.723; these conditions and the applicant's ability to meet then are as follows: a) The parking facility sha11 be accessory to snd for use in connection w�th one or more bustnesses. The parking facility is intended solely for the use of Lyngblomsten. b) The parking facility shs11 not be used during hours vhen the principel use is not �n operation. During such periods the park3.r:g facllity sha11 be inaccessible for publ�c use. The applicant has stated that parking is for day-tiae staff of the care : facility. No access restrictions to the lot are planned. c) The parking facilfty sha11 be used solely for park�ng of private pssseager � vehicles and shall not be used es an off-street load�ng ares. The applicant has stated parking is the sole intended use. � d) No co�nercial repair work or service of any kind, or saIe or display thereof, shall be conducted in such parking facility. No repair work or servicing of vehicles will occur on the lot. - e) No signs of any kind, other than signs desigaating entrsnces, Bxits and _ cond�tions of use, she11 be matntataed on such psrk3.rtg facility. ' No signage is planned for the site. f) No building other than that for the shelter of attendents sha1l be erected upon the premises unless specificsllp approved by the planning adminfstrator during site plan review. ; No buildings are shown on the site plan. g) Applications for P-1 District rezoning shall include a site plan whfch � conforms to a11 standards set forth in section 62.I04. The revised site plan meets all standards of 62.104, but further � consideration of the landscaping should be addressed in the site plan review process. h) P-1 Vehicular Parking Dfstricts aha11 be developed and maintained in accordsnce with the requirements of sectfon 62.104. � All standards of the code can be aet by this proposal. � 7. In 1987, the Midway Parkway Task Force of the Como Community Council undertook a Midway Parkway Needs Assessment Study as a Better Neighborhoods pro�ect. In the " report, on-street parking congestion around Lpngblomsten Nas identified as a problem by 17 out of 52 respondents to a survey by the tas&,force. 8. The City's Comprehensive Plan Land Dse section states that ". . .the City through . . .zoning. . .will encourage businesses to xeduce traffic and parking probleas." The addition of the lot will reduce tt� on-street parking presently occurring on the residential streets adjacent to tt�e facility. G. STAFF ANALYSIS: The Parks Division revierred the original plan submitted and objected in principal to the removal of housing and the installation of parking lots along the parkway. In this case, however� the Parks Division stated they would not oppose the parking lot if 1) the access to the parkway were eliminated; 2) the two northernmost parking spaces were deleted to create a greater setback; and 3) the setback area along the parkvay is landscaped to screen the lot. The revised site plan appears to meet conditions 1 and 2. Some further consideration of landscaping on Midway Parkway oay be necessary. H. Finley � / Ramsey County Commi ss i�e r , ( DATE: May 16 , 1988 RE: Lyngblomsten Parking Lot Proposal Please be advised that as the County Commissioner representing the area along Midway Parkway and Canfield Street near Hamline Avenue , I have some grave concerns regarding the rezoning of the property along Midway Parkway from residential to parking lot. � The Parkways in the City of St. Paul are to be exactly what their name signifies, which is a parkway for walking, jogging � and riding bikes. It is for this reason that these scenic routes have always been first to be mowed, first to have replacement trees for Dutch elm and the first to have wide medians with beautiful plantings separating the traffic in either direction. It was not loncj ago that Lexington Avenue really became a Parkway as its name indicates and although I had some concerns at that time , one must admit that it does reflect a parkway _ atmosphere . Permitting commercial zoning on Midway Parkway could have a very serious affect on future planning in the area and although Lyngblomsten has been a very good neighbor for many years and provides an extremely valuable service to our community and is surely an asset to our area, I cannot support the parking lot proposal . .,, ,.�,,;�..., . , ��- �,�r,�� - Page Two It is not only the proposal but the precedent that it will set for future developers who I am afraid would use this rezoning when they are pitching for construction of other commercial uses on not only Midway Parkway but other Parkways in the City of St. Paul : Let' s nip this in the bud. The Zoning Committee granted a layover until June 30, so that the applicant and the neighborhood could meet to work out a traffic management plan and sign design which addressed the community concerns. On June 30, the applicant presented a revised plan to the Zoning Committee and at the close of the public hearing, the Committee voted 6 to 2 to approve the rezoning based on staff findings. On July 8, 1988, the Planning Commission upheld the Zoning Committee's recommendation on a 13 to 3 vote. This rezoning is scheduled to be heard by the City Council on August 9, 1988. Lyngblomsten has purchased this property and proposes to construct a 32 car off- street parking facility. The applicant states that the parking lot will be used by day-time employees of their elderly nursing center located to the west. The site plan indicates that this proposed lot would be accessed through the existing parking area to the south. 2. Lyngblomsten's existing parking area for the nursing center has 111 spaces. The parking requirement for the nursing facility is 128 spaces, so there is a � parking deficiency of 17 spaces. 3. The addition of this parking area will enable Lyngblomsten to consolidate deliveries and correct a code violation with regard to truck deliveries. Currently, deliveries are made at two different loading areas, one off Canfield and the other accessed from Almond Avenue. If the parking lot is approved, the loading dock off Almond will become the main loading area with 90 percent of the deliveries presently made at the Canfield entrance being switched to Almond. In order to accomplish this, 7 existing parking spaces in Lot 4 will be eliminated. As well, 2 spaces will be removed from Lot 2 to provide access to the proposed lot. So, to allow parking for Lyngblomsten on this parcel, it must be rezoned RM-2 or P-l. The applicant is petitioning for the P-1 district. 5. The P-1 parking district is intended to permit the establishment of off-street parking facilities to be used solely for off-street parking of private passenger vehicles as a use incidental to a principal use. The applicant's petition is for incidental parking. 6. Wallace Hauge, 9757 Russell Avenue, Bloomington, president of Lyngblomsten, displayed a diagram of the area and explained where changes were made on the revised site plan. The changes include: (1) increasing the front yard setback from 30' to 60' ; (2) reducing the parking spaces from 40 to 32; (3) increasing the east side yard setback from 4' to 12' ; and (4) additional landscaping on the parkway. Mr. Neid asked how parking for employees, guests, and volunteers would be assigned and/or designated. Mr. Hauge replied that internal memorandums to the staff would be used and also nwnbering would be used to assign staff to a certain lot. Mr. Neid then asked about the other house located to the east of Lyngblomsten at 1398 Midway Parkway which was purchased for future potential development and the status of this project. Mr. Hauge stated that a recommendation was made at their last Finance Committee meeting to put the house up for sale. He said that Lyngblomsten has no intention of "moving east of our property." Ms. Tracy asked if that meant that they are not planning any major expansion. Mr. Hauge referred to a drawing and said that the only development planned is the replacement of a building constructed in 1911 and 1936. He said that underground parking was planned for another piece of property. Ms. Zieman asked if the revised site plan was available at the District 10 meeting. Mr. Hauge said it was, but not all changes had been completed. Evelyn Halverson, 1843 Holton Street, Falcon Heights, administrator of the Care Center, stated that she has had a few calls about ttte parking congestion problems from neighbors on Almond and she feels they are patiently waiting for a solution. She said the problem is more severe during wintertirae. Ms. Halverson also addressed the aesthetics of the area, mentioning that she feels a well kept parking lot would be preferable to the present situation. �� �-=��lj , ' - File #10280 Page Two Mary Lou Drinkwitz, 649 17th Avenue Northeast, director of nursing at Lyngblomsten, stated that her department has the greatest number of employees and that a major problem is created at the change of shift time, between 2:15- 3:15 p.m. She explained how another parking lot would help to alleviate this problem for employees as well as visitors. Frank Younghans, 1335 Simpson, a volunteer and also a bus driver for Lyngblomsten, described how the present parking congestion on Almond Street affects his ability to maneuver the bus through that traffic. He endorsed the proposed parking lot. Andrew Knutson, 2632 North Riveria, White Bear Lake, representing the Lyngblomsten Board of Directors and presently chairman of the board, said that the board has been aware of the parking problem for some time and has voted to endorse the administrative staff in its efforts to resolve the issue with community members. Mr. Neid asked when Lyngblomsten's board would meet to address the issue of sale of the other house. Mr. Knutson replied that the meeting would be held July 25. Richard Jarrett, 1362 Midway Parkway, stated that last fall as chairman of the Midway Parkway Task Force created by the District 10 Council, he was assigned to study and survey the problems along Midway Parkway. He said that this was in response to community concerns regarding on-street parking and safety problems around the Sholom Home located at Snelling and Midway Parkway. A report was generated and copies of the report were strared with committee members. He said that problems were found around Sholom, a parking variance was granted, and he feels that Lyngblomsten is having similar parking and traffic problems which the proposed parking lot could relieve. Roberta Madison, 1406 Midway Parkway, said that she lives next-door to the vacant lot and emphasized the noise which sometimes occurs in the late evening and early morning hours. She stated that she has been contacted by neighbors requesting that their names be added to her petition. Ms. Zieman asked if Ms. Madison had a chance to examine the current site plan and whether she felt that through the process of the meetings held with District 10, the changes on the site plan were a good compromise or did she oppose the parking lot. Ms. Madison replied that she did not want a parking lot, that District 10 voted 8-2 against the parking lot and the general feeling of people involved on the parking lot issue was that this would add to the existing problems. Ms. Madison described a noisy incident which occurred in the Lyngblomsten parking lot on the evening June 25. Mr. Levy asked Ms. Madison if her house was purchased knowing that there was a large facility next door. She responded that her family bought the house 50 years ago when there was only a small building on the corner with no parking lot. ' - File #10280 Page Three Marilyn Mortenson, 1400 Midway Parkway, said that she has lived at that address since 1935, and felt that the present parking lots were adequate but not being fully utilized. She also felt that Lyngblomsten was going to delay on the sale of the house in order to see if the parking lot is approved, and then keep the house. Mr. Christenson asked for specific reasons for District 10's opposition to the revised plan. It was noted that the chair for District 10 was present and would respond later. Mr. Neid asked Ms. Mortenson if she is employed by Sholom Home. She replied affirmatively. Mr. Neid then asked if Sholom Home had assigned parking for their employees. Ms. Mortenson said that there are not assigned parking spaces but that employees are advised to use the parking lots. Mary Ann Dolney, 1406 Midway Parkway, ssid that there are problems in the winter with plowing of the streets and that there is constant noise and traffic. She also expressed concern for the children on Canfield, because that is a dead end street and has neither curbs nor sidewalks. She stated that the neighborhood did not want curbs and sidewalks on Canfield. Ms. Zieman asked Ms. Dolney for clarification of the curbs and sidewalks statement. She replied that Councilmember Kiki Sonnen had suggested putting a curb on Canfield, and added that the street is a dead end street, open only for emergency vehicle access. Cheryl Rushenberg, 1184 West Idaho, District 10 chair, said that the specific reasons District 10 opposed the proposed parking lot are that Lyngblomsten did not come to District 10 early in the process, that the proposed plan was not well thought out, that other options were not seriously examined, and that there was strong neighborhood sentiment not to approve the parking lot at this time. Mr. Levy expressed his concern regarding the district's reasons for opposing the parking lot and said he felt there were more important issues present. Ms. Rushenberg stated that it is difficult to ascertain how individuals determine their voting on an issue and that she was not sure if that is why it did not pass. She added that in her opinion the proposed parking lot would not be used and that on-street parking would still be a problem. Ms. Tracy asked how the residents on Almond Street felt about the proposed parking lot. Ms. Rushenberg replied that they viewed it as a poor solution. Mr. Neid asked if people in the area were notified of this issue. Ms. Rushenberg stated that an insert in the district newsletter was sent which expressed the common concerns of this proposal and that as far as she knows everyone was aware of it. Ms. Zieman asked about Lyngblomsten's future plans regarding the purchase of other properties located east of the home, plans for underground parking and plans to tear down the red brick building. Mr. Hauge replied that they do not plan to purchase property east of the home, that they had no plans at present regarding underground parking or for the demolition of the referenced building. Ms. Tracy inquired about the number of employees and their work schedules. Mr. Hauge responded that there are 300 full and part time staff inembers and stated their hours of employment. He outlined parking problems which staff members experience at the time of shift changes. Mr. Christenson asked if the proposed parking lot along the east boundary could be moved closed to the existing building. Mr. Hauge said that he would prefer to follow present plans. Midway Parkway, she said, was intended as an approach to Como Park and a parking lot should not be part of that approach. . Mary Ann Dolney, 1406 Midway Parkway, said that she does not want a parking lot six feet from her home. Louise Owens, 1357 Canfield, objected to the extra traffic created on Canfield and stated her concerns for the safety of school children who must use the street due to the lack of sidewalks. Rebecca Madison, 1406 Midway Parkway, presented a petition with 81 signatures opposing the rezoning and an affidavit from a signatory of the rezoning �etition, Leonard Hasse, requesting the removal of his name. She said that the present parking lots are not being fully utilized, that there is a safety problem created by traffic congestion when school children are walking home at the same time as Lyngblomsten's staff inembers are arriving/leaving work. . Mr. Levy asked if the objection was to a parking lot on Midway Parkway or if objection was to any rezoning on the parkway. Ms. Madison said both factors were a concern and asked that a design review committee be set up to review plans for Midway Parkway. Jean Haag, 1420 Midway Parkway, suggested that Lyngblomsten stagger employees' working hours and also voiced her concern about the possible precedent setting effect of a parking lot on the parkway. Cheryl Rushenberg, 1184 West Idaho, District 10 chair, outlined the Midway Task Force created one year ago to study the total design of the parkway. She said that parking, extra traffic on Canfield and the lack of sidewalks on that . street are the main issues. She asked that a review committee be set up to work on compromise and resolution of the issues. Ms. Zieman inquired if District 10 would be agreeable to a one month layover so that the council could meet with the neighborhood residents to formulate a position. STAFF INVESTIGATION AND REPORT: DATE: May 12, 1988 BY: Lisa J. Freese REVISED: June 30, 1988 A. PURPOSE: To provide additional off-street parking spaces for employees of the Lyngblomsten nursing center. B. �UFFICIENCY: The petition was declared sufficient by the Planning Division on April 1, 1988; 32 parcels eligible, 22 parcels required, 30 parcels signed. C. PARCEL SIZE: The parcel has 50.5' of frontage along the Midway Parkway service road and a depth of 229.5' for a total lot area of approximately 11,590 square feet. D. FXISTING LAND USE: Earlier this year a single family home was removed from the parcel and the site is now vacant. E. SURROUNDING LAND USE: North and East: Low density residential, R-4 South and West: Elderly housing/care facility, RM-2 F. FINDINGS: 1. Lyngblomsten has purchased this property and proposes to construct a 32 car off- street parking facility. The applicant states that the parking lot will be used by day-time employees of their elderly nursing center located to the west. The site plan indicates that this proposed lot would be accessed through the existing parking area to the south. 2. Lyngblomsten's existing parking area for the nursing center has 111 spaces. The parking requirement for the nursing facility is 128 spaces, so there is a parking deficiency of 17 spaces. 3. The addition of this parking area will enable Lyngblomsten to consolidate deliveries and correct a code violation with regard to truck deliveries. Currently, deliveries are made at two different loading areas, one off Canfield and the other accessed from Almond Avenue. If the parking lot is approved, the loading dock off Almond will become the main loading area with 90 percent of the deliveries presently made at the Canfield entrance being switched to Almond. In order to accomplish this, 7 existing parking spaces in Lot 4 will be eliminated. As well, 2 spaces will be removed from Lot 2 to provide access to the proposed lot. Discounting these spaces, there will be a net increase of 2 spaces over and above the parking requirement for the nursing center. 4. The Lyngblomsten complex is located in an RM-1 zoning district. The parcel in question is zoned R-4, a more restrictive district. Section 62.104(3) requires that off-street parking facilities for nonresidential uses (a) be on the same zoning lot, (b) in a P-1 Vehicular Parking district, or (c) within the same or less restrictive zoning district as the principal use. So, to allow parking for Lyngblomsten on this parcel, it must be rezoned RM-2 or P-1. The applicant is petitioning for the P-1 district. S. The P-1 parking district is intended to permit the establishment of off-street parking facilities to be used solely for off-street parking of private passenger vehicles as a use incidental to a principal use. Establishing a P-1 zoning district requires a review of eight conditions as set forth in Section 60.723; these conditions and the applicant's ability to meet them are as follows: a) The parking facility sha11 be accessory to and for use in connection with one or more businesses. The parking facility is intended solely for the use of Lyngblomsten. b) The parking facility sha11 not be used during hours when the principal use is not in operation. During such periods the parking facility sha11 be inaccessible for public use. The applicant has stated that parking is for day-time staff of the care facility. No access restrictions to the lot are planned. c) The parking facility sha11 be used solely for parking of private passenger vehicles and sha11 not be used as an off-street Ioading srea. The applicant has stated parking is the sole intended use. d) No commercial repair work or service of any kind, or sale or display thereof, sha1Z be conducted in such parking facility. No repair work or servicing of vehicles will occur on the lot. e) No signs of any kind, other than signs designating entrances, exits and conditions of use, sha11 be maintained on such parking facility. No signage is planned for the site, f) No building other than that for the sheZter of attendants sha11 be erected upon the premises unless specifically approved by the planning administrator during site plan review. No buildings are shown on the site plan. g) Applications for P-1 District rezoning sha11 include a site plan which conforms to a1Z standards set forth in section 62.104. The revised site plan meets all standards of 62.104, but further consideration of the landscaping should be addressed in the site plan review process. h) P-.1 Vehicular Parking Districts sha11 be developed and maintained in accordance with the requirements of section 62.104. All standards of the code can be met by this proposal. 7. In 1987, the Midway Parkway Task Force of the Como Community Council undertook a Midway Parkway Needs Assessment Study as a Better Neighborhoods project. In the report, on-street parking congestion around Lyngblomsten was identified as a problem by 17 out of 52 respondents to a survey by the task force. 8. The City's Comprehensive Plan Land Use section states that " . . .the City through . .zoning. . .will encourage businesses to reduce traffic and parking problems. " The addition of the lot will reduce the on-street parking presently occurring on the residential streets adjacent to the facility. G. STAFF ANALYSIS: The Parks Division reviewed the original plan submitted and objected in principal to the removal of housing and the installation of parking lots along the parkway. In this case, however, the Parks Division stated they would not oppose the parking lot if 1) the access to the parkway were eliminated; 2) the two northernmost parking spaces were deleted to create a greater setback; and 3) the setback area along the parkway is landscaped to screen the lot. The revised site plan appears to meet conditions 1 and 2. Some further consideration of landscaping on Midway Parkway may be necessary. H. I live two houses from the Canfield entrance of their property and can see the fact they need more off- street parking . Plans for off-street parking is a rarity these days and Lyngblomster. should be commended for their investment of fun@s and energy toward this endeavor. There are three major concerns that have been brought to our attention and I wish to comment on each of these. � o Cars now being parked on neighboring streets. o The impact a parking lot Will have on traffic volume. � o Increased noise from the proposed parking lot. We live directly across from Lingbloomsten' s level 1 care unit. Year around parking on both sides of Almond Avenue in front of our house has caused several problems for us. It is often very difficult for us and our visitors to back out of our driveway. Street maintenance in front of our house is usually not possible because of the cars parked on the street - even when posted no parking for snow removal or street cleaning. We actually look forward to the State Fair because parking is not allowed on one side of the street. There is definitely a need for more off-street parking. The proposal is to add more parking space, not more employees. A parking lot could only reduce the amount of traffic because visitors and employees would not have to drive around looking for� a place to park. I do not see how adding a parking lot could increase the noise problem. The noise from the changing of shifts at 11 :00 PM and the roi se frc^� the 5ar5age tr�cks ai c�;^g up each r��rni^g r�� 11 a'�.�ays be present. By utilizing a designed parking area rather than the residential streets, design considerations like fences and landscaping can be used to greatly reduce the noise factor. I have lived on Simpson Street for 65 years and I have long participated in community affairs. I arn very concerned about the news story printed in the May MONITOP. copy attached and I'lI tell you why: it's one sided and biased as if w-ritten by a few objecting neighbors. Being active in neighborhood affairs for a long time, I have NEVER foun3 or heard that Lyngblomsten was a bad neighbor until Z read this in the MONITOR, Nothing could be further from the truth. Lyngblomsten is a non-profit well- run organization who care for the elderly in a Christian atmosphere. They have always kept their grounds in first class condition, sidewalks clear, and always a good neighbor and are a credit to the neighborhood in my opinion. I have four daughters all of whom have worked at Lyngblor�sten in past years as nurses aids - and never a probler. I have been a volunteer at Lyngblomsten since retirement five years ago. I drive their bus for the apartment residents twice a week. I belong to the Conr..unity Center and ar.i on their council. I am in the " special friend " catagory as a frequent visitor in the Care Center. I push wheel chairs and help with TLC and therapy and get seniors to smile. I put in over 500 hours/year of volt:ziteer tine there, and I can tell you that this organization has first class management. There are presently 309 enployees and 334 volunteers there all tryiag to help. T2:ere is a problem therefore with parking. It is a desperate situation, and i for one cannot get ny bus thru there with the parking situation especially on Almond. We need parking on one side of the street + z�ore parking space�. With your approval of this re-zoning, a partial solution to this problem FOR A GOOD CAUSE will be underway. I have visited with the Madisons ( Dolneys) about their objections to the new lot. I understand they live next stoze, but I feel they are being unreasonable about this. Lyngblomsten certainly would NOT be as bad as having a filling station or a grocery store next door. I think if Lyngblor�sten would build a nice privacy fence along their East property line and landscape it nicely on both sides of the fence with bushes trees flowers, there really can be no objection to this. While parked on the street, many cars have sustained damage also, such as long scratches which appear to have been inflicted by persons walking by with sharp objects and scratching the entire length of the car. Consideration must be given to the fact that family/visitors, volunteers, activity people, and physicians must have adequate parking and access to the Care Center. This proposal would simply move cars off the street and into on-site parking area. Currently, Lyngblomsten is providing excellent, christian care to the elderly of the community and also giving jobs to many community residents. In ihe discussions with District 10, I nave not heard of any accusations of irresponsible action on the behalf of Lyngblomsten staff. I sincerely hope that this issue will not be decided merely on the basis of aesthetics since such additions can �e adequately landscaped. Finley Ramsey County Commissiojer l DATE: May 16 , 1988 RE: Lyngblomsten Parking Lot Proposal Please be advised that as the County Commissioner representing the area along Midway Parkway and Canfield Street near Hamline Avenue, I have some grave concerns regarding the rezoning of the property along Midway Parkway from residential to parking lot. The Parkways in the City of St. Paul are to be exactly what their name signifies, which is a parkway for walking, jogging and riding bikes. It is for this reason that these scenic routes have always been first to be mowed, first to have replacement trees for Dutch elm and the first to have wide medians with beautiful plantings separating the traffic in either direction. . It was not lonq ago that Lexington Avenue really became a Parkway as its name indicates and although I had some concerns at that time, one must admit that it does reflect a parkway atmosphere. Permitting commercial zoning on Midway Parkway could have a very serious affect on future planning in the area and although Lynqblomsten has been a very good neighbor for many years and provides an extremely valuable service to our community and is surely an asset to our area, I cannot support the parking lot proposal . , .a'�;3.. _ . _ . . ��'- ��y-�i � - Page Two It is not only the proposal but the precedent that it will set for future developers who I am afraid would use this rezoning when they are pitching for construction of other commercial uses on not only Midway Parkway but other Parkways in the City . of St. Paul . As a resident at 1400 Midkay Pkwy. ( the second home from this lot) I ask that you take the following into consideration be- fore you recommend that this rezoning be granted: 1 . The history and preservation of Midkay Pkwy. as a residential parkway. 2 . Lyngblomsten President Wallace Hauge stated at our neigh- borhood meeting that they needed only 13 parking spots . I have been monitoring their existing parking every morning and afternoon on my way home from work an:: I , with very few exceptions , see empty spots in the lots they have for the few cars parked on Almond . I believe they have suffi- ' cient land on Pascal and land tied up in landscaping that could easily be used for this additional parking without defacing the Parkway. 3. I am opposed to the layout of the proposed parking lot as causing undue noise an� lights to the home of it ' s nearest neighbor at 1406 Midway Pkwy. , the home of Mrs . Mary Dolney. As you know, nur�ing hor�es operate with three shifts round the clock every day of the year. The layout shows six feet of land between the lot and Mrs . Dolney 's home and from 28-30 �ft . between the lot and their nursing home building. Also it shows only a 6 ft. high fence to shield her from this invasion. 4 . Lyngblomsten plans to have these cars enter on Midsaay Pkwy. and exit off Canfield and Almond . Holy Childhood School is right across the street and the time sequence of their after- noon shift coming in (between 2 :45 and 3 : 15 according to the Director of Nurses) coincides with the going home time of the children from Holy Childhood. Many children attend alI-day � kindergarten and pre-school there. Right on this block we have eight children going to that school . They bouqht the lot and home and subsequently removed the home, thereby creating vacant property which they expect to make into a parking lot for 39 cars for their employees. Other homeowners in close proximity to Lyngblomsten have been approached recently on the possibility of selling their homes to the Center. How far will this buying up of residential property go? • � When they undertook their last buildinq effort (a senior citizen apartment building) , they should have provided for adequate parking in their expansion plans at that time. It is apparent � ' now that they realize the inadequacy of their planning and have bought prime residential property for a parking lot. We in the immediate neighborhood oppose their plans vehemently. Further- � more, when they expanded several years ago in buildinq their ` Health Care Center, they promised at a public meeting that Canfield from Hamline to their property (a one-block street) would remafn DEADEND, for use by EMERGENCY vehicles only. (Their address is 1415 ALMOND. ) They have consistently violated that promise in that their trash removal and delivery trucks and employee vehicles continually travel on Canfield at all. hours of the day and niqht when entering or exiting their property. We have yet to see an EMERGENCY vehicle approach their complex of buildfngs usinq Canfield. We believe their application for a variance in the zoninq of the property on Midway Parkway should be denied. We also believe that CANFZELD should be made a true DEADEND by bloc�Cing the entrance/exit to the Lyngblomsten Health Care Center at the west end of Canfield. At that time there were discussions with the Lyngblomsten people regarding opening up the Albert Street end of Canfield and we were told "never" - that it would remain "not a through street". Iater on more homes went up on Canfield and Lr�ngblomsten expanded and there was more discussion. Next thin g we knea� there was a petition to open "Canfield" assuring that it wouZd be for emergency vehicZes and would be a "restricted use" kind of thing - stiZZ sort of a dead-end. WeI1, believe me it is not a "dead-end". The cars zoom down the Iittle one-block at each shift change. The trucks (deZivery and trash) use it and at 5:30 a.m. on Saturday their trash hauler rumbles by our "retire�nt" home. The records seem to have disappeared that 1ed to what now exists and here we go again. We would Z'ike to make the following points: Z. The neighborhood has historic and aesthetic va1u6 that should be preserved. 2. Nowhere has it been re*�ealed that the plan is to have Canfield be tha exit for ti�e pZar�ned pai•kiny iot. 3. Have they utilized we11 the property that they already have? 4. Do they have other options they could and should exolore first? 5. Are there any guidelines for how large (up, down, underground or whatever) it can get on two square blocks in a historic, residential neighborhood? 6. Exactly what does this type of zoning P1 really a11ow for? 7. The area already has more than its share of parking woes such as more than one Senior Center, Churches, Job Corps, Brown House, Como Park, Fair, etc. We respectfuZly submit that: Z. They are alread� too big if they cannot now park their traffic. Adequate parking shouZd have been an a required part of their expansion plans and obviously wasn't. 2. That a parking Zot oa Historic Midway Parkway would ruin its aesthetic value. 3. That other options shouZd a1Z be explored. 4. That nearby homeowners must be considered fro�n the standpoint of the value of their property, the noise as they are funneled ovt and the danger of adding so many cars to a single block.
