WHEREAS , the Town and Country Club , 2279 Marshall Avenue ,
Saint Paul , Minnesota, has submitted an application to the
Division of Public Health requesting a variance from Chapter
293 of the Legislative Code, commonly called the "Noise Ordi-
nance" ; and
WHEREAS , on July 28 , 1988 , the City Council conducted
a public hearing on the application and determined that there
was a rational basis for the Club' s application in terms of
the maintenance and usage of its golf course area, and further
determined that full compliance with said ordinance would work
an unreasonable hardship on the Club ; now, therefore, be it
RESOLVED, that for calendar year 1988 the Club is granted
a variance to the extent of being able to operate utility vehicles
and motorized sand trap rakes between the hours of 6 : 00 A.M.
and 7 :00 A.M. , and further being able to operate green mowers
and fairway mowers between 6 : 00 A.M. and 7 : 00 A.M. providing
they are confined to the interior of the golf course and on
the exterior between 6 : 00 A.M. and 7 : 00 A.M. on the dates re-
flected in the Club' s July 10 , 1988 letter to the Division
of Public Health.

On July 21, 1988 measuranents were taken of the equipment that would most likely
be used between the hours of 6 a.m. and 7 a.m. Measurements were taken at 50'
from the equipment during the actual operation ie; mowing the greens, fairway
and raking the sand traps. The results are listed in the table below. The
nearest residential building appears to be approximately 150' from the Town and
Country property line.
Operations that would involve eq uipment being at one location for an extended
period of time would be mowing the greens (10-12 minutes per green) and raking
the sand traps (5-6 minutes ). Mowing of fairways occurs on Monday, Wednesday
and Fridays. Mowing of greens and raking traps is a daily operation.
Below are the recorded sound level ranges and predicted sound level ranges at
50' , 100' and 200' from the three mowers most 1 ikely to be used between 6 a.m.
and 7 a.m.

Since actual �_10 measurenents are not avai labl e, I can only estimate what they
would be at the pr operty line. From the information I received the mowing of
the greens appears to be the most likely situation that would violate the City
noise ordinance. Using the d6 levels for the Jacobsen greens mower at 100 feet
and the time to cut a green of 10-12 minutes , an L10 of 55 dBA for the 6 a.m, to
7 a.m, time period could be exceeded.
RECOMMENDED RESTRICTIONS
Operations should be limited to playing surfaces and the following equipment:
Utility Vehicles, Greens wers, Fairw�vMo ers and Motorized Sand Trap Rakes
between the hours of 6: 0 a.m. and 7:00 a.m.
