88-1446 WNITE - CITV CLERK COUflC1I PINK - FINANCE GITy OF SAINT PALTL /� CANA�Y - OEPARTMENT G � BLUE - MA�OR File NO• �• �� e Co cil Resolution ��" ` J: i Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has a limited program of leasing Department-owned homes to nonprofit organizations for transitional housing; and WHEREAS, HUD has requested that the City of Saint Paul designate a nonprofit organization to work with them to review properties available under this leasing program within the City of Saint Paul; and WHEREAS, the Overnight Shelter Board of Saint Paul has reported that there is a limited additional need for transitional housing units in the City of Saint Paul; and WHEREAS, the City of Saint Paul acknolwedges that significant funds are required to operate transitional housing facilities, that the HUD program provides no such operating funds and that the program prohibits the charging of rents to assist in paying operating expenses; and WHEREAS, the City of Saint Paul is concerned that any transitional housing facility operated in the City should be operated by an organization experienced in the operation of such facilities and with the concern and financial capacity to ensure the health and welfare of the tenants of the housing; and WHEREAS, the City of Saint Paul will discourage the use of McKinney funds to rehabilitate HUD properties available under this leasing program when the homes are not intended for long term use for homeless people.
