WHEREAS, individuals routinely make claims against the City
of Saint Paul seeking money damages arising out of city activities
and the City Council has traditionally reviewed all settlements
negotiated and recommended by the Office of the City Attorney;
and
WHEREAS, the Council confirmed the authority of the City
Attorney to negotiate and settle all claims in a dollar amount
not to exceed $500. 00, without the necessity of a Council resolution;
and
WHEREAS, the Office of the City Attorney has acted prudently
and exercised good judgment in settling claims fairly, equitably
and efficiently; now, therefore, be it
RESOLVED, that the Council does hereby reconfirm the authority
of the Office of the City Attorney to negotiate and settle all
claims in a dollar amount not to exceed $1, 000 . 00, without the
necessity of a Council resolution.

Election Board to Ethical Practices Board, by including reports and
statements filed under Chapter 24 of the Administrative Code as items
to be reviewed by the Board by allowing the Board to make
recommendations regarding the City's code of ethics, by allowing
citizens to file complaints with the Board for alleged violations of
Chapter 29 of the Legislative Code and Chapter 24 of the Administrative
Code, and by adding an intent section stating the manner in which this
chapter should be interpreted and applied by the Board. (Referred to
