1999 CONSOLIDATED PLAN (CDBG,ESG,HOME) SUBMISSION
WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the
Mayor and with the advice of the Capital Improvement Budget Committee, the 1999 Community
Development Slock Grant (CDBG) Program as part of the 1999 Capital Improvement Budget and the 1999
Special Funds Budget; and
10 WHEREAS, the appropriate public hearings on the 1999 Consolidated Plan have been held in
11 accordance with the requirements of the U.S. Department of Housing and Urban Development; now,
12 therefore, be it

14 RESOLVED, that Mayor Norm Coleman, as Chief Executive Officer of the City of Saint Paul, is
15 hereby authorized and directed to submit the 1999 Consolidated Plan to the U.S. Department of Housing and
16 Urban Development in such form as prescribed by the regulations of said Department; and be it

FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management
staff, are fm�ther authorized to submit to the U.S. Department of Housing and Urban Development any
assurances, certifications, technical changes or additional information that may be required by said
Depariment during their review of the City's 1999 Submission for Federal Assistance; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 1949 CDBG,
ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Council does
herebp authorize the proper City officials to execute the grant agreement and contract between the U.S.
Deparhnent of Housing and Urban Development and the City of Saint Paul far the 1999 Programs; and be it
