99-290ORIGINAL Presented By Referred To 2 3 4 5 6 7 8 9 10 i1 12 13 14 15 i6 17 18 19 20 21 22 23 24 25 Committee: Date WHEREAS, Minnesota Statutes Chapter 216D requires that the owners or operators of underground facilities participate in and share in the costs of a statewide excavation notification center; said costs being collected by said center by means of a charge per nouce of excavation ("ticket") sent to each such owner or operator of underground facilities; and WHEREAS, The City of Saint Paul Public Works Department's Sewer and Lighting Divisions and the Water Utility each receive separate and idenfical uckets, and therefore aze each individually responsible for an identicai ticket chazge expense; and WHEREAS, Public Works and Water desire to jointly pudiase and operate an Automated Dispatch Locating 5ystem (ADLS) which would allow the parties to consolidate the tickets each receives separately into one ucket in those locations where both parties have underground facility location responsibility, as deternuned by Minnesota Statutes Chapter 216D, and thereby reduce their ucket chazge expenses; and WF�REAS, Public Works and Water desire to share the costs of purchasing, operating and maintaining an ADIS in a manner agreeable to both parties. The system has been purchased by Public Works and we rrow need to enter into a formal agreement for the Water Utility's share. The Water Board has approved the agreement and requests a resolution authorizing the proper Gity officials to sign it. ADVANTAGESIFAPPROVED: The proposed system requires only one account number instead of two, therefore, only one payment (split between Water and Public Works) for each ticket. In addition to cost savings per ticket, we anticipate that certain aspects of ticket processing will be more efficierit.
