I - Council Resolution Presented By ����A�''���G'�� Referred To Committee: Date Out of Committee By Date WHEREAS, the Minnesota Amateur Sports Commission (MASC) , via the State Capital Bonding Fund, provides for capital funds to assist political subdivisions of the state of Minnesota for the development of Sport facilities, and WHEREAS, the City of St. Paul desires to construct and develop a Minnesota Rowing and Canoe/Kayak Center for the sports of Rowing, Canoeing, and Kayaking, NOW, THEREFORE, BE IT RESOLVED BY THE City Council of St. Paul: 1) Estimates that the total cost of developing said facility shall be $4,203,000 and City of St. Paul is requesting $3,380,000 from the State Capital Bonding Fund and will assume responsibility for a match requirement of $823,000. 2) City of St. Paul agrees to own, assume 100 percent operation costs for said sport facility, and will operate said facility for its intended purpose for the functional life of the facility which is estimated to be 50 years. 3) That an application be made to the State of Minnesota, Minnesota Amateur Sports Commission, to be included in the Minnesota Amateur Sports Commissions's (Governor's) Capital Budget request for an amount presently estimated to be $3,380,000. 4) That Mayor George Latimer is authorized and directed to execute said application and serve as the official liaison with the Minnesota Amateur Sports Commission. That as the Project proceeds through its process, that there be a design review team made up of the Community Councils, the Parks Department, residents, neighbors, association, and other interested parties. 6. That as the Project proceeds through its process, that reports on the ecological and environmental assessment (EAW) be made public to the rowing association and the community simultaneously. 7. That the City, with neighborhood input, develop a neighborhood impact study considering parking, number of future events, and effects on the recreational and other neighborhood uses. 8. That as the Project proceeds through its process, that there be a plan in place relative to the operations and management of the facility. Be it further resolved that the City Council's approval of this motion does not foreclose opportunities to review, comment, and approve a��e��sz-pickere.l Lake site. And, finally resolved, that Ramsey County would have an opportunity to review the EAW to address any concerns of hydrology or lack levels for the entire chain of lakes which flow into Lake Phalen and/or which would impact the dredging of the lake bottom. These signatures were obtained in one afternoon, The concerns include environmental, aesthetic, and econanic issues. Several years ago, thousands of dotlars were spe��tr on attempts to �seal the leak" in Phalen's bottom. Low water showed how drastically the lake's beauty was diminished. 198$ again demonstrated this. Part of the pro- posal is to dredge the bottom, which will probably create leaks and more tow water levels. In years of comparative drought which occur in approximately ten-year cycles, Lake Phaten becanes very low in water 1eve1. Dredging evenfivatly wilt accomplish one thing for certain: lower level throughout the take except for the dredged area. Not only the lake proper t�t also Round Lake and the marsh to the north will be adversely affected. To maintain acceptabte water tevels, expensive we11s and pumps would have to be installed, drawing enormous amounts of vatuable wafier from the aquafier. The 4.2 million dollar estimate undoubted1y does not include the cost of the wells, pumps, or maint�nance. The benefits to be derived fran the project are minimal and favorable to a small number of people for a short period of time (including the wished-for Summer Olympics), and woutd be far outweighed by the expense and detrimental effects. Better to spend the large sums of money to benefit the poor, hometess, and unemployed.
