WHEREAS, the Council of the City of Saint Paul has adapted the
Saint Paul Legislative Code, Chapter 33 , Building Code and
Inspections; and
WHEREAS, the goals of this chapter are to implement comprehensive
building codes which facilitate safe building standards for
all ; and
WHEREAS, fire protection sprinkling systems are 96 percent
effective, save lives, and have never allowed muitiple
deaths to occur in buildings with fire sprinkler systems;
and
WHEREAS, fire protection sprinkling systems are cost effective,
ge�,e�°a�+p prov i d i ng a f�-ve yea�° payback i n cost sav i ng, and
are usuaily no more than 1 to 2 percent of the total
development cost which can be similar to the cost of
carpeting; and
WHEREAS, Council File No. 88-841 was passed on April 7, 1988,
which accommodates the spreading of assessments over a
twenty-year period; and

FINALLY, WHEREAS, the Council of the City of 5aint Paul has a
strong cort�nnitment to ensure the safety of e�� its citizens
as well as to all Saint Paul fire fighters; and therefore be
it
RESOLVED, that the Council of the City of Saint Paul mandates
all newly constructed residential buildinqs, and non-
residential buildings of 3 or more stories requiring any
public financing approved after the date of this resolution
shall be required to have approved fire protection
sprinkling systems installed; and
FURTHER RESOLVED, that the Council of the City of Saint Paul
requests that the Mayor's Administration require that the
appropriate City Departments and Divisions develop the
appropriate procedure to impiement the City Council ' s

FINALLY BE IT RESOLVED, that the Council of the City of Saint
Paul requests that the Saint Paul Port Authority implement a
fire protection sprinkler system policy for all new
