THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. The Council of the City of Saint Paul finds and determines that adult uses which feature or provide obscene performances and explicit sexual conduct as entertainment or as a stimulus to commercial pur- poses, including the sale of alcoholic beverages, have a blighting and deleterious effect on neighborhoods, neighborhood institutions and businesses, and the quality of urban life. Studies indicate a corre- lation between the concentrations of adult uses and the higher inci- dence of crime, diminution in retail trade, decline in property values and a decline in the quality of surrounding neighborhoods and commercial districts. The provision of explicit sexual conduct and entertainment in such alcohol-related adult uses increases the viabi- lity of such uses and a furthering of the undesirable effects on neighborhoods. The purpose of this ordinance is to ameliorate and lessen conditions which promote civil disorder and crime, hinder nor- mal retail trade, adversely affect property values, and contribute to the decline of quality of life in residential neighborhoods and the commercial areas serving those neighborhoods.
