2 WHEREAS, Jazzviile, Inc. d!b/a Jazzville, for the premises located at 486 Robert Street
3 North, holds the following licenses: Liquor On Sale (B); Liquor On Sale - Sunday; and
4 Entertainment (B), (License ID No. 0015902); and

6 WHEREAS, on November 17,1998 Leroy Daniels agreed to seven conditions being
7 placed on the licenses held by Jazzville, including condition Number 3, which states: "A metal
8 detector shall be used by the establishment to prevent the introduction of weapons on the
9 licensed premises. Every Customer shall be checked prior to entry, and reentry, no exceptions."
10 and condition Number 7, which states:"Exterior video surveillance cameras shall be installed to
11 monitor outside activity in front of the licensed premises.°; and

WHEREAS, said conditions were placed on the license after an incident involving
patrons of the bar resulted in a shooting, in which one person was killed and another injured; and
WHEREAS, on December 28, 29, and 30, 1998, St. Police officers checked the licensed
premises for compliance with the license conditions. On December 28, 1998, at least one
customer entered the baz walking by the doorman and was never checked with a metal detectar.
Additionally, as of December 30, 1998, no exterior video surveillance cameras had been
installed;and
WFIEREAS, these violations constitute a second violation of the license conditions, the
licensee hauing been before the St. Paul City Council on February 3, 1999, for the first violation
(C.F.99-112) for which a 2 day suspension of the licenses were issued; now, therefore, be it
RESOLVED, that the licenses held by Jazzville, Inc. d/b/a Jazzville (License ID No.
0015902), are hereby suspended for a period of four days beginning at 12:01 a.m. on Wednesday,
April 14, 1999, until 11:59 p.m. on Saturday, April 17, 1999.

3 January 9, 1999 Saint Paul Police Report, CN 99-004-172, the February 8, 1999 Notice of
4 Violation letter to the licensee, and such azguments as may have been presented to the Council at
5 the public hearing.
