and the advice of the Long Range Capital I�provenent Budget Co��ittee, that the Capital

COST/BENEFIT, BUDGETARY AND PERSONNEL IMPACTS ANTICIPATED:
1. Transfering appropriation now will insure the minimum closed time at the
Riverview Branch. The new problems found could delay work on other
rehabilitation items included in the 1989 proposed work.
2. Use of the money appropriated for the Harriet Island Pavilion Restroom
rehabilitation will delay that project. The Department will be requesting
financing for Harriet Island again in the future.
3. Use of idle Mississippi River Blvd. (MRB) financing to start Riverview work
in 1988 will be restored to MRB in 1989 with a Department request for

Roof Structure Inspection
The inspection was made by Herb Holzschuh and Linus Meisch on February 19, 1988.
The purpose of the inspection was to visually examine the roof structure from
inside the attic space and from the exterior of the building.
Type of Framing - Wood framed
Hip Roof .
2 X 8 Rafters 16" On Center
2 X 8 Ceiling joists 16" O.C.
2 X 8 Diagonals connecting midpoint of rafter to ceiling joist at
center of building.
2 X 6 Verticals between ridge and ceiling joists.
The roof clear spans the 40 foot width of building.
The roof inembers are connected together by neans of nailed lap joints. They
do not, however, form a proper truss in the usual sense because of the lack of a
direct connection between the ceiling joists and the rafters. The rafters bear on
the side wall at a point which is about two feet above the level of the ceiling
joists, consequently, a direct connection was not possible.
The rafters exert a horizontal thrust against the top of the wall. This thrust
is resisted in part by the ceiling joists which are anchored to the wall by
means of a metal strap on every third joist.
Examination of the ends of the joists revealed a gap between the end of the
joist and the back of the masonry pocket, indicating an outward movement of
the wall has occurred.
The diagonal members that support the midpoint of the rafter are acting in
compression. These members exceed the allowable "length-to-thickness" ratio
f'or compression members, and several of them are badly bowed.
Another sign of overstress was visible in two 4 X 12 timbers one of which is located
in each hip end of the roof. These timbers span between the end of the roof ridge
and the top of the end wall, and are in the plane of the roof. Both of these
members have a longitudinal split at mid-depth, starting at the upper end and
extending for about half the length of the member.

At some time in the past, the library was remodeled by adding a new ceiling which is
suspended below the original ceiling. Steel joists were installed to support the
new ceiling. These joists do not have the required bridging to laterally support
the top chord. Also, the joists are not anchored to the wall at their ends where
they bear on the wall,and the length of bearing is less than the recommended
minimum.
This building has a roof framing system which is very similar to the St. Anthony
Park Library. The stress analysis of that roof indicated that it *aould not likely
sustain the live load currently required by the Building Code.
Based on the above mentioned observations and conditions it is our recomme^dation "
that the roof be reinforced or replaced before next winter season when it �ould ��lL
\
be subjected to snow load.
Prior to beginning any repairs, the persons in charge of the work should carefully
review the existing defects and limitations so that they do not inadvertently
overload a local area and cause an accident.
Summary and Recommendations
The original design has inherent shortcomings due to geometric shape and reakness
of the nailed joints.
Initial stages of failure have already occurred, namely yielding of the joist-to-wall
anchors, and splitting of the 4 X 12 timbers in the hip end panels.
The roof structure continues to function mainly by secondary or redundant resistance
but has very little reserve strength.
Our recommendation is that the roof structure be repaired or replaced before
next winter.
