Singer SUBJECT: Scofflaw Ordinances DATE: September 14, 1987 Within the past couple of months there have been some problems with • habitual violators who do not pay their parking tickets. These . vehicles many times have out of state plates and the Traffic Violations Bureau is unable to issue warrants to these violators. Many municipalities have enacted "Scofflaw" Ordinances to handle this type of violation. _ For our purposes, I would define a Scofflaw as the owner or person in control of a vehicle which has accumulated and failed to respond to five or more tickets which are at least 30 days old, An ordinance which would allow a Police Officer or Parking Enforcement Officer to impound vehicles which have received these tickets would enhance compliance and return what would otherwise be lost revenue. • I hav , , n to ,Robert Kxaft fram: trtYe T.V,,,;a,,fi. ; . .^3.cksn and both of these m--e;,'k#t: a ox'!! `' +4:ws i't iir tfye PcY,.,,,.•_ e . to a, , Enclosed is a copy of a Scofflaw Ordinance which was enacted by Minneapolis.
