Presented y eferred To �(-�s p���C' Commi ttee: Date ����� �o Out of Committee By Date V�IHEREAS, the Director of the Department of Human Rights has received a charc;e asking her to investigate whether there are reasonable grounds to believe that Respondents Raymond Heichel and �arlan Heichel have discriminated on the basis of public assistance against Jesse Thomas, in violation of St. Paul Legislative Code Section 183 . 06 ( 4 ) ; and Wi�EREAS, the Director of the Department of Human Rights has conducted such investigation and found probable cause exists to support such allegations; and WHEREAS, the Director of the Department of Human Rights has unsuccessfully atempted to resolve, conciliate and compromise the conflict between the parties; and t-�r?E:ihS, the S�t. Paul Legislative Code Sections 183 .16 and 183 .18 provide tha� civil enforcement proceedings be instigated by the Director of the Departrnent of Hurnan �:ights and such hearings are to be presided over by a chairperson and law officer; and WHEREAS, a hearing has been scheduled for August 4, 1988; now, therefore, be it RESOLVED, by the St. Paul City Council, that the City of St. Paul, by its Human Rights Department, is authorized to retain the services of Thomas Mooney, Attorney at Law, at the rate of $50 . 00 per hour for services as law officer relative to the complaint of Marilyn H. Johnson, Director, Department of Human Rights, ex rel. Jesse Thomas vs . Raymond Heichel and Harlan Heichel; and, be it FURTHER RESOLVED, that the compensation to be paid to Thomas Mooney be charged to the Department of Human Rights.
