full to the City of Saint Paul, the proper City officers are hereby
authorized and directed to pay out of the Tor� Liability Fund
09070-0511-000, to Steven A. Fischer the sum of $75, 000 . 00 in
full settlement of his claim for damages sustained October 18,
1982, as a result of an automobile accident with a city owned
vehicle at or near Hall and Baker Streets, Saint Paul, Minnesota.
