WHEREAS, The City Council on November 24, 1987 approved Final Order C.F. 87-1703,
to improve the intersection of Point Douglas Road, Burns Avenue and Clarence
Street by cu�bing and paving in accordance with "Traffic Drg. A"; and
WHEREAS, The proposal recommended for approval by D�strict 1 Community
Council was in accordance with "Traffic Drg. B"; and
WHEREAS, The estimated cost of the proposal under "Traffic Drg. A" is
$4g,000.00, and the estimated cost of the proposal under "Traffic Org. B"
is $77,350.00.
RESOLVED, That Final Order C.F. 87-1703 be amended by changing the approved
design of "Traffic Drg. A" to conform to the design of "Traffic Drg. B"
and the approved budgeted costs be amended from $49,000.00 to $77,350.00.

SUBJECT: Pt. Douglas/G<larence/Burns Intersection
I recommend that the City Council approves design "B" for the intersection
at Point Douglas/Clarence/Burns. The reason for the change is because a
city staff person improperly submitted the wrong drawing to the City Council
on final adoption.
The Council has already made the decision that the intersection should be
replaced and has approved final orders. The correction should be made
and there should be no further delay in implementing the final orders
council has approved.

RE: Pt. Douglas/Clarence/Burns Intersection
A copy of a resolution amending a previously approved final
order is attached. The resolution is currently in the City
Clerk's office for inclusion on a Council agenda.
The resolution changes the design of the Pt.
Douglas/Burns/Clarence intersection and results in an increase
in the estimated cost from $49,000 to $77, 350. It does not
identify a financing source for the project, nor did the
original final order. Neither final order was presented to the
CIB Committee for their review and recommendation.
I recommend that you defer action on this proposed project until
next spring when it can be reviewed and rated by the Streets &
Utilities Task Force of the CIB Committee and the CIB Committee
itself in relationship to other capital needs. Therefore, I am
forwarding the resolution without my signature. In addition, I
am holding a resolution which would transfer $77,350 in Capital
Improvement Bonds and Public Improvement Aid in order to finance
the proposed project because transfers cannot occur without my
signature. My reasons for recommending deferral of the project
are as follows:
1. The project was not been reviewed and ranked through the CIB
process. The last time it was submitted was in 1981 when it
rated 84 of ill proposals and therefore was not recommended
for financing. There are a number of important capital
improvement issues facing the city. Balances from completed
projects and contingencies are being depleted rapidly. It
is important that the most critical needs be addressed
first.
2. The accident rate at the intersection is slightly higher
than average for volume but not excessive (7 accidents
between 1984 and 1986) . The effect of disconnecting Burns
from Warner Road on the accident rate has yet to be
determined. ��

3 . The configuration being proposed at $77,350 is not
necessarily the most effective design from a traffic
perspective. The design presented to you last November
addresses the accident situation at a cost of less than
$50,000 and it leaves a city-owned parcel of land large
enough to sell, possibly decreasing costs further.
