RESOLUTIONADOPTING THE SAINT PAUL/RAMSEY COLINTY FIVE-YEAR HOUSING AND
HOMELESS SERVICES REPORT A1VD PLAN
1 WHEREAS, in 1996 the Saint Paul City Council and Ramsey County Boazd of Commissioners jointly endorsed a
2 planning process designed to assess the state of affordable housing and the homeless services delivery system in the
3 community, and devise a plan to address the gaps idenrified; and
4 WHEREAS, the result of this planning effort is the Saint PauURamsey Counry Five-Year Housing and Homeless
5 Services Report and Plan; and
6 WHEREAS, it is estimated that, in the City of Saint Paul, there aze currently at least 5,000 renter households in
7 especially dire housing straits in that they aze paying more than half their income for housing or aze living in
8 extremely substandard housing; and
9 WHEREAS, the azea is experiencing the anomaly of having fewer people on welfaze and increasing numbers of
10 families in need of housing, resulting in an estimated 20% of families in contact with the Housing Information
11 Office "doubling up" or sharing housing which is intended for far fewer occupants than it is currenUy supporting;
12 and
13 WHEREAS, the Saint PauURamsey County Five-Year Housing and Homeless Servdces Report and Plan
14 enumerates explicit action steps which address homelessness and affordable housing issues through 1) prevention
15 services; 2) shelter housing; 3) homeless services; 4) elimination of duplication in service provision; and 5)
16 coordination of funding among federal, state, local govemments and the private and nonprofit sectors; now,
17 therefore, be it
18 RESOLVED, that the Saint Paul City Council endorses and adopts the Saint PauURamsey County Five-Year
19 Housing and Homeless Services Report and Plan.

This memo is intended to provide a brief background for the Drafr St. PauURamsey County Five
Year Housing and Homeless Services Report and Plan that is being made available for public
comment. I am enclosing a copy of the draft plan for your review. (Also included is the mailing
list of interested groups.) I would expect that within the next several months, afrer questions and
comments aze received from the general public, a completed plan �vill be presented to the City
Council and Ramsey County Board for their review, comment, and potential endorsement.
In December 1996 the City Council approved Resolution 96-1549 endorsing the Continuum of
Care Plannin� Process. This process, funded by the Family Housing Fund, was to look at the
existin� needs and services of the homeless population in Ramsey County/Saint Paul. A primary
concem was to try to identify areas that would need focus in light of welfaze reform. T'he intent
of the plan was to provide a reasonably accurate picture of the existing data, observations by
human service providers, persons needing homeless services, and other interested groups or
persons (ie. landlords, district councils, and business persons) to understand the extent of
homelessness, who's affected, and identify potential strategies. The process involved several
hundred people through direct input, focus groups, surveys, or interviews.
The Draft St. PaullRamsey County Five Year Housing and Homeless Services Report and Plan
includes 25 recommendations. The recommendations inciude a five yeaz housing production
goal for transitional and permanent supportive housing based on the identified current need. It
may he assumed by readers of the plan that Saint Paul should be a primary location and funder

for this production. The cost of such production cannot be presumed to be the sole responsibility
of the Cit}•. The federal govemment's chan�e in fundin� policies for very low income persons
and families cannot be restored by City resources. My concern is that it must be cleaz that Saint
Paul has a responsibility to strengthen the esistine housin= im•entory for all citizens and when
appropriate be guided by the production goals identified in the 5 year plan. The acceptance and
involvement of the broader community (adjacent suburban Cities and counties) must be
encouraQed. The production goals need to be viewed in this context and Ramsey County/Saint
Paul must begin to make this a priority issue �s�ith the le�islatio•e dele�ation. The role of the State
and the Metropolitan Council must be defined and their assistance in the development of
policies, financin� , and sitin� of projects is critical.
The housin� production goals must be vie« and undersiood in the context of a strategy that is
consistent �vith the Housing Plan Chapter of the Comprehensive Plan. The Housin� Plan, �vhcih
is currently bein� developed will attzmpt to provide housina opportunities for a vaziety of
incomes. The cost of services to the citizens of Saint Paul are bom by the financial resources
generated by the market value of homes. The vitality of our communities is strengthened by the
spendable income of its residents. �Ve must be proactive in the competing availability of housing
opportunities �vith suburban communities to encourage the continued growth of middle income
housing.
PED w�ill be presenting the Drafr St. Paul/Ramsey County Fi�•e Yeaz Housing and Homeless
Services Report and Plan to the City Councii in the late fall. This will be simultaneously be
presented by the Ramsey County staff to the Ramsey Counn• Boazd of Commissioners. Both
bodies �cill be asked to support this five yeaz plan. PED will provide recommendations to the
City Council for their consideration prior to the presentation.
