This project has been a matter of lengthy discussion in the community, and consensus in support of this proposal has not been reached. Since the project remains controversial with some who would be subject to assessment and there is sentiment among project supporters not to impose the project without general consensus, I suggest that the final order be denied with the proviso that our interest in working with the community on a proposal that may have more general support remains. Thank you for considering my comments as part of the discussion. JS:cln cc: ity Clerk Katy Lindblad CTTY HALL SEVBNTH FLOOR SAINT PAUL, MINNESOTA 55102 612/298-5679 s q.4e
