1 WHEREAS, the City of Saint Paui Police Department receives and trains dogs for use as police
2 K-9s, and
WHEREAS, once the K-9 handler leaves the service of the K-9 [Tnit the dog cannot be retrained
and is, therefore, deemed obsolete, and
WHEREAS, the Saint Paul Police K-9 handler's have eapressed a desire to retain their police
K-9, and
THEREFORE, NOW BE IT RESOLVED, pursuant to Chapter 51 of the Saint Paul
AdministraHve Code, the Saint Paul PoHce Department is authorized to transfer ownership
of a police K-9 to any K-9 handler who desires such ownership and in doing so all responsibility
and liability for the K-9 or its actions are transferred to the former K-9 handler.

The Saint Paul Police Depariment canine aze trained by a professional K-9 trainer and handler.
The K-9 handler and K-9 work together as a team. Once a K-9 handler leaves the dog cannot be retrained.
In most cases, the K-9 handler desires to take full ownership and all responsibility and tiability for
the canine.
