DATE: April 28, 1988 SUBJECT: Assessment District for Smith Avenue: Baker to Annapolis Smith Avenue NPP Lighting Project #2 The purpose of this memorandum is to request that the Valuations Division schedule the necessary public hearings leading to City Council authorization of an assessment district for Smith Avenue between Baker and Annapolis. The West Side Citizens Organization has worked together with the Smith-Dodd Business Association to obtain a $39,200 NPP grant for the project. They are asking that an assessment district be created to cover the remaining project cost. An additional assessment is needed to cover operation and maintenance costs. The pro3ect is to install approximately 42 decorative globe lights, identical to those installed north of Baker, on both sides of Smith Avenue between Baker and Annapolis. With 42 decorative lights, the total project cost would be $117,600; $78,400 of the cost would be paid for through special assessments. I have attached assessment estimates based upon a 5:1 commercial/residential assessment ratio. On April 6, 1988 WSCO and the Smith-Dodd Association sponsored a public information meeting on the proposed project.
