Recentiy, it was brought to my attention that oniy intoxicating and non-
intoxficating liquor licenses specifically state that additional conditions
can be piaced upon the liclense at the time of issuance. renewal or transfer.
1 beliieve that this should be clearly spelled out in the code for all
licenses. Since your staff fs now working to revise and update the license
codes, I would ask that they add )anguage which clariftes the City Councii 's �
_ right 'Ito add additional conditions. Phyil Byrne said this is a standard

Re : License Revision: Your June 21 , 1988 Request
Attached is an ordinance which makes clear the power of the City
acting through its license inspector, finance director and Council
to impose conditions on licenses . I think it is clear enough
without further elaboration. Two points . First , if there are
additional types of conditions the Council commonly wants to
consider and they don' t fit the ones listed, I can add those.
This draft is not cast in stone. Second, Section 2 is aimed at
helping against the axgument that our licensing powers are limited
only to what we have in our ordinances . If I lose on that argument
in court, I don' t want to lose because the Council has failed to
clearly express its intent as a legislative body. Not a major
issue, but one I ' d like to see taken care of.

amendi,ng Chapter 409.21(b) of the Legislative Code pertaining to pulltabs and
tipboa�rds in bars by deletling the reference to charitable organizations that
suppo t youth athletic activities. (Community and Human Services Committee
- reco�ends approval.) (Sent back per request by Ms. Sonnen in regard to national
assoc�ations having pullta�s.) Phil Byrne's combination of two ordinances will
