INITIATING ACTION . During the public hearings fqr the 1988 Combined Sewer and Street Paving Projects, various streets were requested to be added on to those projects. Since the City Council cannot add on to an improvement project at the original public hearing, it was recommended that all requ�sted add ons be considered at the same time once the main hearings had been cor`npleted. These are the "add ons" which were requested. EXISTING CONDITIONS I Arkwright Street and Desoto Street, which are in the Arlington/Arkwright CSSP area, are older paved streets with asphalt curbing. All the rest of the streets in the above referred to projects are the�typical oiled street. PROPOSED IMPROVEM�'NTS Work which would be completed under these projects would be the residential street paving and lighting similar,�o that done in other areas. It would include new street, new concrete curb and gu�ter, boulevard sodding, tree planting, and a new lighting system. ; , I • ' . • i �/05� � � SPECIAL CONSIDERATIONS Arlington Avenue and Desoto;Street (As part of the Arlington/Arkwright CSSP): This project was approved in 1987 but delayed for construction in 1988. Both of these streets are old paved streets �vith bituminous curb and have sewer construction proposed which necessitates�their reconstruction. Since the original final order was approved, the City Council has determined that this sort of work should be assessed. Most of the work on these str�ets is long side and will not be assessed. However, there are apartments on the v,tirest side of Arkwright which would be assessed. In addition, if approved, lighting�will also be constructed. If the order for this project is not approved, the street will still k�e completely reconstructed as part of the sewer work, however, no assessment will�be collected nor lighting be included. It is recommended that this order be approved. � Geranium Avenue and Agat� Street (As part of the Jackson/Magnolia CSSP): These streets were not inclu�ied as part of the Jackson/Magnolia CSSP originally since they fall outside its dr��inage area. Residents have requested that these streets be added since they will be the only vicinity streets remaining unpaved. Because they fall in a drainage area which�is currently being worked on through agreement with the Metropolitan Waste Control iCommission (MWCC) and the cost is relatively low, it is recommended that these st�eets be approved. Alameda Street (As part of�he Dale/Hoyt CSSP): This project came up too lafe in the fall of 1987 to be completed with the Dale/Hoyt area, and the City Council d�enied the final order at that time but expressed the desire that it be added for 1988 canstruction. It could be done in 1990 as part of a future project adjoining the Dale/F�oyt area. However because of the neighborhood interest and the relatively low cost �f this improvement, and the Council's previously expressed interest, it is rec�mmended that it be approved at this time. � lowa Avenue Ho Avenue and Ga Place As art of the Flandrau/Idaho CSSP : , Yt , rY � P ) All of these streets were re�quested by one resident at the public hearing for this project. There are many o�her streets not being done in this vicinity, consequently the�e proposed streets wo,'uld not complete an area. In addition, the total cost of doing the�e streets is quite high.; Therefore the recommendation is for denial of these orders. � ; ; 2 ---- ✓ a �� / .� Marion Street and Albemarle Street (As part of the Marion/Cottage Project): These streets were requested �luring the public hearing for the Marion/Cottage CSSP area. This involves sewer and�street construction on Cottage Avenue, which is being done by and through agreemej�t with the MWCC as part of their much larger Trout Brook Interceptor Project. Th�se streets are outside the Marion/Cottage drainage area and would require renegotiatin,�g the agreement with the MWCC, and adding on to the existing contract, therefore it i� recommended that the orders for these two streets be denied.
