1 WHEREAS, The State of Minnesota Department of Natural Resources,
2 Office of Management and Budget Services has money available to
3 increase and enhance outdoor recreation facilities through the
4 Local Grants Program, and
5 WHEREAS, the City of Saint Paul is an eligible applicant and
6 desires to submit an application for the Rice and Arlington Dome
7 Field Lighting and Renovation project;

NOW THEREFORE BE IT RESOLVED, that the City of Saint Paul act as
legal sponsor for the Rice and Arlington Dome Field Lighting and
Renovation project contained in the Outdoor Recreation Grant
Application to be submitted on March 31, 1999 and that the Mayor
and proper City officials are hereby authorized to apply to the
Department of Natural Resources for funding of this project on
behalf of the City of Saint Paul, and
BE IT FURTHER RESOLVED, that the City of Saint Paul has the legal
authority to apply for financial assistance, and the
institutional, managerial, and financial capability to ensure
adequate construction, operation, maintenance and replacement of
the proposed project for its design life, and
BE IT FURTHER RESOLVED, that the City of Saint Paul has not
incurred any costs or entered into any written agreements to
purchase property related to the above-referenced application,
and
24 BE I1F FURTHER RESOLVED, that the City of Saint Paul has not
25 violated any Federal, State or Local laws pertaining to fraud,
26 bribery, graft, kickbacks, collusion, conflict of interest or
27 other unlawful or corrupt practice, and

BE IT FURTHER RESOLVED, that upon approval of its application by
the State, the City of Saint Paul may enter into an agreement
with the State of Minnesota for the above-referenced project, and
that the City of Saint Paul certifies that it will comply with
all applicable laws and regulations stated in the contract
agreement and described in the Compliance section of the Outdoor
Recreation Grant Program Application, and

35 BE IT FINALLY RESOLVED, that the Mayor and proper City officials

This grant project will expand one ballfield on the grounds of the Rice and Arlington Dome to a usable size and install
lighting around two balifields to allow 8:00 and 9:00 ball games to be played during the summer. The project will be
substantially completed by November 30, 1999.
ADVANTAGESIFAPPROVED. -
Expansion of one baseball field will make that field usable by women's and men's slow pitch softball, giris fast pitch softball
and boys baseball teams. Lighting on hvo fields will allow lwo more Municipal Athletic games to take place on each field
Monday Thursday, which will free up the use of other ballfietds curtentfy used by Municipal Athletics. Both aspects of the
project'are aimed at maximizing the use of available space.
