The race course will �� down and back on White Bear Avenue (e .g . from Larpenteur to Maryland and back ) . the race will be held about an hour before the parade ; at that time people are gathering to watch the parade but have no entertain- ment . An estimated 300 runners are expected to enter the race this year . This number will increase significantly for the second and subsequent years . Many entrants are expected to be people - both from the neighborhood and from other areas - who have not attended White Bear Avenue Days before . Runners and spectators who come for the race will be encouraged to stay for the parade . Advertising : Applicants will be sought by ads in runners and local newspapers , magazines and by signs in neighborhood schools and businesses . ���°�� Plan and Budget Page Two ( 2) Fees : Rlocking off the streets must be more intensp for th2 race than for the parade . Barricades and a police or police reserve is needed for each intersectian and each alley on the race route . Beverages : A stand will be available to runners at the end of the race route for orange juice or other beverages . T-shirts : Each runner who enters will be given a T-shirt . Prizes : The e�tact amount and type of prizes (to be donated by area businesses ) is yet to be determined . Attempts will be made to use some prizes as ways to encourage runners to participate in other White Bear Avenue Days activities (e . g . The Fair Board will be contacted about the possibility of free tickets to the Fair for all runners ) . Insurance : In addition to any standard increases in the Association ' s insurance , insurance costs this year will be higher a ) to cover the race ( a new event ) and b ) to name the city as co- insured for the race . The Association ' s regular insurer ( a member will write the amend- m�nt to the regular policy . Training for Association Members : Association members have experience and expertise in si:aging events such as the parade . However , none of them have experience directing a race , and there are some very specific methods and techniques for successful races . The Association will contact , . this year , Jeff Winter , a professional race director , to teach Association members the tips which will ensure success . Revenues from White Bear Avenue Business Association : The Association will subsidize this event for its first year . Section IV - Any member may be expelled at any meeting by the Board of Directors by a majority vote of inembers present for non-payment of dues . Any member so expelled shall receive written notice of such action and shall be reinstated upon payment of any such indebtedness and upon approval of the Board of Directora . Section V - New membership dues shall be prorated quarterly . ARTICLE II ---- VOTING Section I - Each member , whether an individual , partnership or corporation , shall be entitled to one vote . ARTICLE III --- ELECTION OF DIRECTORS Section I - The Preaident shall appoint a nomination commi[tee of not less than three members sub�ect to the approval of the Roard of Directors . This committee shall meet and set up a . ���o�� board members , the Board of Directors and necessary officers for ttie ensuing year as follows : President , Vice-President � Secretary and Treasurer will meet . All of these officers must be members of the Board and shall serve a term of one year or until their successors are elected . . - ' Section II - It shall be the duty of the President to preside over all meetings of the Asaociation , to convene all meetinge as provided for in the By-Laws , and to appoint all committees except as may otherwise be provided subject to approval of the Board of Directors . Section III - In case of vacancy in the office of the President , the Vice-Prea�.dent shall become President . Vacancies in the other offices shall be filled by the Board of Directors . Section IV - It shall be the duty of the Secretary to keep accurate minutes of all meetings of the Association and tlie Board of Directors , and to submit all documents and correspondence to the Association . It shall be his duty to receive all dues �or other money of whatever kind � from whatever source , and to pay the same to the Treasurer taking his receipt therefor . He shall report at every .regular meeting and make a report for the year at the annual meeting. The Secretary shall perform such duties as usually pertain to that office . ' . ' G���a�� . AR'TICLE VII --- M�ETINGS Section I - At all meetings except as otherwise provided � 10% of the members in good standing shall constitute a quorum. Section II - The Board of Directors shall meet on ttie first Tuesday of each month unless otherwise determined by tlie Board of Directors . Absence from three consecutive regular meetings without excuse deemed valid and so recorded by the Board of Directors shall be construed as a resignation. Minutes of the Board meeting shall be read and approved at the general membership meetings . Section III - At all me�tings of the Board of Directors , 50y of the members of the board shall constitute a quorum. Section IV - At committee meetings a majority shall constitute a quorum. Section V - All questions of parliamentary procedure shall be governed by Robert ' s Rules of Order , wtienever they are not inconsistent with the Constitution or By-Laws of this organization . Section 3 [3allots �hall be distributed 'to all members qualified to vote at the annual meeting. The majority of votes cast for a candidate shall elect such candidate.
