99-237Council File # ��� Green Sheet # G 3 � .3 `1 RESOLUTION L, MINNESOTA Presented Referred RESOLUTIOIV ESTABLISHING PARAMETERS FOR PROVISIOI�I OF NEIGHBORHOOD SALES TAX REVI1'ALIZATIOIV (STAR) PROGRAMFOR 1999 1 WHEREAS, the Neighborhood Sales Taac Revitalization (STAR) Program has completed four funding 2 cycles and is in the process of revising the prograzn's guidelines to begin the fifth funding cycle in 3 1999;and 4 WI�REAS, the Neighborhood STAR program has historically used 50% of its funds for the pur�oses 5 of economic development; 25% for housing and 25% for public improvements; and 6 WHEREAS, the Neighborhood STAR program focuses its housing improvement funds on efforts 7 which aze intended to provide desired outcomes which "improve and/or stabilize housing stock and/or 8 increase mazket value" and "provide new housing that meets an identified need in the market;" and 9 WF�REAS, the Neighborhoods STAR program is intended to strengthen and revitalize neighborhoods 10 and poor housing is the primary contributor to neighborhood deterioration; and 11 WHEREAS, the City of Saint Paul has idenrified housing as a top policy priority for the next 10 yeazs 12 given: 1) the age of the City's housing stock and its need for a higher level of maintenance than newer 13 housing; 2) the current affordable housing crisis in the City and the region; and 3) the number of units 14 which must be added to the City's housing stock to accommodate local and Metropolitan Council 15 growth projections for the City; 16 WHEREAS, the Miimesota legislature is considering the following in House File 1340 and Senate File 17 808 18 " A bill for and act relating to housing; providing funding for housing in the City of Saint Paul; 19 Section 1[Appropriation; City of Saint PauLJ $3, OOQ 000 is appropriated from the general 20 fund, in each year of the biennium ending June 30, 2001, for transfer to the housing 21 development fund for grants to the City of Saint Paul. The grant shall be used for housing 22 activities authorized by the community rehabilitation program under Minnesota Statutes, 23 section 462A.206. Each year's appropriation is contingent upon demonstration to the 24 commissioner of the housing fznance agency of $3, 000, 000 in City of Saint Paul matching funds 25 to match that year's appropriation. The matching funds must be a new increased aldocation of 26 money for the purposes of the grant. " 27 which would have the effect of matching $3 million in STAR funds spent on housing in both 1999 and 28 2000; now, therefore, be it q q _ �. 3 �[ 29 RESOLVED, that the Saint Paul City Council directs the Neighborhood STAR Boazd submit its 1999 30 Guideline Revisions with an expanded list of desired outcomes for housing projects that.includes 31 provision and maintenance of e�cisting affordable housing in the City of Saint Paul; and be it further 32 RESOLVED, that the Saint Paul Ciry Council directs the Neighborhood STAR Board submit its 1999 33 Guideline Revisions with established spending goals of a minimum of 50% of its funds for 34 housing�stimated to be at least $3 million in 1999-25% for economic development and 25% for 35 public improvements; and be it further 36 RESOLVED, that the Saint Paul City Council will commit at least 50% of its Neighborhood STAR 37 revenues collected in 1999 and 2000 on housing in the City of Saint Paul in order to secure matching 38 funds made available in House File 1340 and Senate File 808; and be it finally 39 RESOLVED, that the Saint Paul City Council strongly encourages adoption of House File 1340 and 40 Senate File 808 as a means to significantly improve the City's aging housing stock.
