affirm that any prelimin�ry en�i ering end engineering study casts
qualifyir�g for Minnesota State Tr nsport�tion Funds in excess of the
grant will be appropriated from fun � av�ilebie to the City of Seint Paul
�nd th�t any grant manies appropri ted for such costs but not requirsd,
